2 Public Participation

The Chair of Hamble Parish Council, Ian Underdown, spoke in relation to Hamble Parish Council’s (HPC) request to assist Eastleigh Borough Council in the Hamble Conservation Area Appraisal. HPC were concerned that their offer had been turned down.

 

They also raised concerns about various planning decisions in the area over the last few years, including an application to modify the brick wall on the north side of the High Street between Hamble House Gardens and School Lane, which appears to have been replaced with a fence.

 

The Chair gave assurances that HPC would be consulted with on the Appraisal when the time came.

 

The Chair agreed the wall mentioned should be reinstated, and said that the Local Area Manager would follow up to see if they could find a resolution.

Councillor Craig declared a personal interest in Items 9 and 10 of the agenda as she knew the applicant in passing.

Consideration was given to the report of the Local Area Manager (Agenda Item 6) that contained recommendations for expenditure from the Committee’s developer contributions.

 

Councillor Holes requested that it be made clear to residents that the permit machine at Lowford Community Centre was not a parking fee machine.

 

RESOLVED –

 

That the Committee:

 

(1)  noted the spend of £455 from the capital budget for the installation of a standard floor mounted Broxap Derby 120L dual waste bin at Lowford Hill;

(2)  approved the allocation of £7,500 from reserves to introduce a permit control system and ticket machine at the Lowford Centre Car Park;

(3)  approved the reallocation of developer contributions previously allocated to Bursledon Parish Council for the tennis court refurbishment at Long Lane (£42,850), to the Lawn Tennis Association £23,463 to contribute to the renovation of the tennis court on Long Lane;

(4)  noted the annual grant for Bursledon Windmill to Hampshire Cultural Trust has been withdrawn for 2023/24;

(5)  approved the proposed fees and charges for 2024 set out in appendix 1; and

(6)  noted the achievements in the local area supported by the Local Area Committee (LAC), highlighted in Appendix 2.

7 Presentation on Planning Guidelines

The Principal Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework.

8 Planning Application - Land to the North Side of Grange Road, Netley Abbey, Southampton - X/23/94505 X_23_94505 Committee - Land North to Grange Road

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item 8) concerning an application for variation to condition 2 to amend approved drawings (including those for floor plans, elevations and location of pumping station) of Reserved Matters RM/19/86186 pursuant to Outline planning permission O/16/78014 for 89 dwellings at land to the North side of Grange Road, Netley Abbey, Southampton. (Ref: X/23/94505).

 

There were no updates.

 

Councillor Craig stated her disappointment that not all the roads in the development were to be adopted, as unadopted roads tend to cause problems throughout the Borough of Eastleigh. She exclaimed frustration that it was not a legal requirement for all roads to be adopted.

That permission be GRANTED subject to the conditions within the report.

9 Planning Application - Capstan House, High Street, Hamble - F/23/96143 F_23_96143 Capstan House Committee

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item 9) concerning an application for installation of a walk-in- freezer to North-West corner of site (Retrospective) with associated pergola at Capstan House, High Street, Hamble (Ref: F/23/96143).

 

There were no updates.

That permission be GRANTED subject to the conditions within the report.

10 Planning Application - Capstan House, High Street, Hamble- L/23/96341 L_23_96341 Capstan House Committee

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item 10) concerning an application for Listed Building Consent for installation of a walk-in- freezer to North-West corner of site (Retrospective) with associated pergola at Capstan House, High Street, Hamble (Ref: L/23/96341).

 

Th Committee was updated that the press notice was missed initially so the consultation window was still open for comment until 22nd December. The consultation period has been open since 2nd November 2023. 

 

Because of this, the updated recommendation was as follows:

 

Subject to:

 - the completion of the consultation process;

Delegate back to the Service Director for Planning and Environment in conjunction with the Chair and Vice Chair to Grant Listed Building Consent, with conditions.

 

RESOLVED:

 

That permission be delegated back to the Service Director for Planning and Environment in conjunction with the Chair and Vice Chair to GRANT LISTED BUILDING CONSENT, with the conditions within the report.

11 Planning Application - Hoe Moor House, Dodwell Lane, Bursledon, SO31 1AB - H/23/95588 H_23_95588 Hoe Moor House Final Committee Report

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item 11) concerning an application for proposed single storey side extension to create gym and home office and new vehicular entrance gates at Hoe Moor House, Dodwell Lane, Bursledon, SO31 1AB (Ref: H/23/95588).

 

The Committee was updated that a note to applicant had been added to the conditions, as follows:

 

·  Note to Applicant: The applicant is advised that any damage caused to the private access road as a result of the proposed development (e.g. by contractor or delivery vehicles), should be repaired as soon as possible.  This would be a private legal matter and you would be advised to liaise with all other land owners. 

 

RESOLVED -

 

That permission be GRANTED subject to the conditions within the report.

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item 13) concerning an application for Listed Building Consent for replacement of 5no. ground floor single glazed windows with double glazed windows and refurbishment of existing casements at Hoe Moor House, Dodwell Lane, Bursledon, SO31 1AB (Ref: L/23/94875).

 

RESOLVED -

 

That permission for LISTED BUILDING CONSENT BE GRANTED subject to the conditions within the report.

 

14 Planning Appeals

The Legal Services Manager reported:-

 

(a)  that the following appeals had been allowed:-

 

Land to the north of 21 Silver Birches, Bursledon, Hampshire, SO31 8LD

 

Appealed against the Council’s refusal grant consent to

undertake work to cut back all branches overhanging properties 19 and 21 Silver Birches by up to 4 metres. Trees protected by a Tree Preservation Order (T/22/93846).

 

This was a delegated decision.

 

(b)  that the following appeals had been dismissed:-

 

Glen Rosa, Hamble Lane, Bursledon, Hampshire, SO31 8DR

 

Appealed against the Council’s refusal of construction of a room in roof with front and rear dormers and hip to gable build up (H/23/95395).

 

This was a delegated decision.
