5 | Chair's Announcements |
The Chair and Councillor Holes informed the Local Area Committee that they would be bringing two motions to the September meeting, one on the removal of a much used post box and a further one for Lowford crossing.
The Chair mentioned she was disappointed to see that telephone boxes were being removed without consultation and hoped that the Committee could ensure consultations were carried out in future. |

6 | Report of the Local Area Manager |

Consideration was given to the report of the Local Area Manager (Agenda Item 6) that contained recommendations for expenditure from the Committee’s developer contributions.
Councillor Holes raised concerns that the footpath and bridge by the scout hut at Woodland Park, Hungerford was being cleared by a member of the public due to lack of maintenance from Hampshire Highways.
The Chair stated that she was aware and she would be requesting that Hampshire Highways added the area to an ongoing maintenance plan.
The Chair asked the Local Area Manager to ensure that grant recipients fed back to the committee how the grant had helped them.
The Local Area Manager stated that recipients were asked to provide an update on how the funds benefit the community, including a case study and photos to show how the grant funding had been used.
RESOLVED –
That the Committee:
(1) Approved the grant request of £500 to 7th Itchen South Scout Group for refurbished lighting; (2) Approved the grant request of £500 to the Hamble Conservation Volunteers to support conservation projects for Hamble Common; (3) Approved the grant request of £500 to Hamble Squash Club to assist with funding the roof repair on the building; (4) Approved the grant request of £450 to Wet Wheels to provide barrier-free boating experiences for people with a disability in the Bursledon, Hamble, and Hound area; (5) Approved the allocation of £6500 from identified developer’s contributions to repair the toilets at Pilands Wood Community Centre; (6) Approved the allocation of £8,000 from identified developer’s contributions to fund the installation of toilets in the play group area of the Pilands Wood Community Centre; (7) Noted the spend of £1,360 from reserves to fund additional bollards at Kestrel Park; (8) Noted the spend of £1820 from the Bins capital account to fund two replacement bins; (9) Noted the spend of £151 to replace and install dragons’ teeth in Hound Road Gardens; (10) Approved the allocation of £26,785 from identified developer’s contributions to fund footpath and bridge repair works in Woodland Park, Hungerford; (11) Approved the grant request of £5,000 from reserves to fund the outdoor play at Hamble preschool; (12) Approved the re-allocation of £102,657 from developer contributions relating to Pilands Wood Play Space (£15,000) the King George V Play Area (£60,000) and the long lane tennis court balance (£25,000) to the Long Lane pavilion project in Bursledon; and (13) Approved the additional allocation of £43,651 from developer contributions to the Long Lane pavilion Project. |

The Principal Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item9) concerning an application for demolition of existing dwelling and replacement with 1.no 4-bedroom dwelling (Ref: F/24/97033).
The Committee was updated with the following for clarification:
· The four comments referred to on page 26, para 12 of the report included comments from representatives of the Old Bursledon Action Group.
· The Parish Council had confirmed an objection to the scheme, due to concerns that the new building exceeded permitted development increase in volume in the conservation area. Concerns were also raised that the design and prominence were unsuited to the conservation area and that there was insufficient evidence that the building was in so poor a condition as to require demolition.
That permission be GRANTED with conditions as per report.

The Committee considered the report of the Service Director for Planning and Environment (Agenda Item10) concerning an application for proposed garage with first floor ancillary accommodation, rebuilding of brick boundary wall and new internal courtyard wall (revised scheme approved under H/22/93352) together with single storey side extension to main house, alterations to existing outbuilding with attached car port linked to proposed garage and covered walkway to main house, replacement vehicular gates, creation of new timber gate and associated tree works and external landscaping (Ref: H/24/97187).
The Committee was updated with the following:
· Additional plans had been received following publication of the Committee report showing existing vehicular gates along with proposed vehicular gates. The plans also included a replacement pedestrian gate and show the proposed new wall to create the bin store area.
· The description had been updated to include the wall and pedestrian gate. Description of development amended as follows:
Proposed garage with first floor ancillary accommodation, rebuilding of brick boundary wall and new internal courtyard wall (revised scheme approved under H/22/93352) together with single storey side extension to main house, alterations to existing outbuilding with attached car port linked to proposed garage and covered walkway to main house, replacement vehicular and pedestrian gates, creation of new timber gate, new wall and associated tree works and external landscaping.
The wall had been included in the assessment of the application but not the pedestrian gate.
· Assessment of replacement pedestrian gate:
The replacement gate would match the style of the replacement vehicular access gates. As the gate is a minor alteration and not likely to impact the conservation area or neighbours it has been assessed that this change is acceptable and can be included in the applications.
That permission be delegated back to the Planning Manager in conjunction with the Chair and Vice-Chair to GRANT PLANNING PERMISSION with the conditions as per report and subject to
i) Receipt of Preliminary Ecological Appraisal and bat emergence surveys (as applicable) and agreement of any necessary mitigation; ii) Agreement to additional ecology conditions (if required).

There were no updates.

Appealed against the Council’s refusal to grant planning permission for construction of a 3 bedroom detached house with associated parking and landscaping to replace an existing 3 bedroom mobile home. (Ref: F/23/95867).
This was a delegated decision.
(b) that the following appeals had been approved:
13 Satchell Lane, Hamble-Le-Rice, Southampton, SO31 4HF
Appealed against the Council’s refusal to grant planning permission for a single/two storey front extension to incorporate balcony, single storey side extension, single/ two storey rear extension, elevational alterations and enlargement to site access and front parking area. (Ref: H/23/95847).
This was a Local Area Committee decision.
Costs were refused.
(c) that the following appeals had been dismissed:
Bursledon Congregational Church, School Road, Bursledon, SO31 8BU
Appealed against the Council’s refusal to grant planning permission for proposed change of use of existing Methodist Church Hall to three dwellings and the construction of a garage. (Ref: F/21/89869).
This was a delegated decision.
Hound Road, Netley, SO31 5FS
Appealed against the Council’s refusal to grant planning permission for the erection of a flexible power generation and battery storage facility with associated infrastructure, access and boundary treatment. (Ref: F/20/88834).
This was a delegated decision.
