Report of the Local Area Manager

Consideration was given to the report of the Local Area Manager (Agenda item 6) that contained recommendations for expenditure from the Committee’s developer contributions.
The Local Area Manager informed the Committee that they had received 47 written representations in objection to Item 6, proposed fees and charges.
The Chair explained that the proposed fees and charges to car parking had come about from an email conversation with Hamble Parish Council, and that fees in all other council owned car parks in the Eastleigh Borough had been frozen due to the Cost of Living crisis.
The Committee debated Item 6 (fees and charges) of the Local Area Manager’s report.
RESOLVED –
That the Committee:
(1) Approved the allocation of £4,868 from reserves to fund the Walk and Talk project, delivered by the Country Parks team for a further 12 months;
(2) Approved the allocation of £865 to install two standard floor mounted Broxap Derby 120L dual waste bins on Lionheart Way and the footpath on Winchester Close;
(3) Approved the allocation of £1,432 from reserves to deliver the Window Gallery project in February 2023;
(4) Noted the spend of £68 to fund the replacement of a dragon’s tooth at in Cunningham Gardens;
(5) Issued a grant payment of £2,000 from reserves to Hamble Parish Council to fund new litter bins on Hamble Foreshore;
(6) REJECTED the proposed fees and charges for 2023 set out in Appendix A.
(7) Noted the achievements in the local area supported by the LAC, highlighted in appendix B.
(NOTE: Councillor Trevor Dann, on behalf of Hamble Parish Council, spoke in objection to Item 6 of the report.)

The Senior Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework.

The Committee was updated that Paragraph 74 should read two units and not six units.
There was some debate around concerns about insufficient parking, amenity space and trees, loss of commercial use in Hamble, and failure to secure mitigation for Solent and New Forest SPAs.
RESOLVED -

The Committee considered a report by the Senior Engineering Specialist (Agenda Item 11) which detailed representations received in response to proposed waiting restrictions on various roads.
Two people spoke to raise concerns about the restrictions proposed for Station Road, and one person proposed amendments to the restrictions proposed for Flowers Close, Sydney Avenue and Beaulieu Road.
RESOLVED –
That Bursledon, Hamble and Hound Local Area Committee:
(1) Approved the making of a Traffic Regulation Order, the effects of which are to introduce waiting restrictions in:
a) Beaulieu Road,
b) Coach Road and Coach Road (Crescent shaped spur),
c) Deanfield Close,
d) Flowers Close (as amended such that the proposed restrictions on the Eastern side of Flowers Close are reduced in length to end at the northernmost boundary of No. 1 Flowers Close, as shown on attached plan),
e) Friarscroft,
f) Lowford Hill,
g) Norbury Gardens,
h) Oakwood Way,
i) Satchell Lane,
j) Sedgemead,
k) Sydney Avenue and Sydney Avenue (Crescent shaped spur) and
l) Westwood Road.
(2) Approved the introduction of waiting and parking restrictions in:
