Strategic Land Acquisitions for the Regeneration of Havant
Council is Recommended to RESOLVE to:
A. delegate authority to the Executive Head of Regeneration, Economic Development and Preventative Services in consultation with the Cabinet Lead for Regeneration and Communities to acquire land within the borough for the purposes of Regeneration, subject to a satisfactory financial appraisal approved by the S151 Officer;
B. delegate authority to drawdown funds from the Regeneration Capital Reserves to acquire land for Regeneration purposes under this delegation; and
C. delegate authority to the S151 Officer to amend the Capital Programme.
(1) Hackney Carriages Fares
Councillor Gray introduced the item and recommendations from the meeting of the Licensing Committee held on 25 June 2024, seeking the agreement of Full Council to vary hackney carriage fares.
The members considered the options set out in the committee report and following a vote, Council.

(2) Corporate Strategy Report
Councillor Munday introduced the item and recommendation arising from the meeting of Cabinet held on 11 September 2024, requesting Full Council to approve the Council’s Corporate Strategy.
The members considered the options set out in the Cabinet report and following a vote, Council
RESOLVED that the new Corporate Strategy be approved.
(3) Land Acquisitions for the Regeneration of Havant
Councillor Harris introduced the item and recommendations arising from the meeting of Cabinet held on 11 September 2024, requesting Full Council to approve a mechanism which would enable the Council to purchase key strategic sites within the Borough for the purposes of regeneration without having to seek Cabinet or Council approval for the use of Regeneration Capital Reserves for the acquisition of each site.
The members considered the options set out in the Cabinet report and following a vote, Council
RESOLVED that:
A. authority be delegated to the Executive Head of Regeneration, Economic Development and Preventative Services in consultation with the Cabinet Lead for Regeneration and Communities to acquire land within the borough for the purposes of Regeneration, subject to a satisfactory financial appraisal approved by the S151 Officer;

Councillor Diamond introduced the item and recommendations arising from the meeting of Overview and Scrutiny Committee held on 9 September 2024, requesting Full Council to consider the Overview and Scrutiny Annual Report for 2023/24.

RESOLVED that the work undertaken by the Overview and Scrutiny be affirmed and the Annual Report for 2023/24 be noted.

In addition to the published reports:
a. Councillor Redsull provided an update on the housing preventive orientated way of working scheme and advised that the Council had prevented 13 households from becoming from becoming homeless;
b. Councillor Rason drew the members attention to the Southern Water consultation which closed on 14 December 2024; and
c. Councillor Harrison gave an update on progress made towards the regeneration of Waterlooville.
The Cabinet Leads and Assistant Cabinet Leads took questions from Councillors on their published reports, which were duly responded to within the meeting.
During the question and answer session, the relevant Cabinet Leads made a commitment to give written responses to members of the Council:
1. updating members on the outcome of meeting to be held with the contractors on 26 September 2024 relating to the partial cleaning of the northern end of Queens Parade, Waterlooville;
2. advising members on the proposed commencement date for the works to improve Padnell Park, Cowplain;
3. advising members on whether the review of the parking service referred to in the Cabinet Lead for Place and Prevention & Enforcement’s report included the possibility of increasing the charges for using Council owned off-street car parks;
4. updating members on the proposal to build a new pump track on the dirt jumps on Furniss Way Hayling Island; and
5. updating members on whether the deployable CCTV cameras agreed in the capital programme have been purchased and if so if they are being used to detect or prevent fly tipping.
A motion to suspend Council Standing Order 15.6 to enable additional questions to be asked was lost.
The total time for questions under Standing Order 15 shall be 15 minutes.
- Document Notice of Motion to Council -Protecting Public Spaces 17 Sep 2024
Following a debate and vote, Council
RESOLVED to:
a) continue to work in collaboration with the local police to ensure swift action against unauthorised encampments;
b) identify key locations and measures to prevent vehicular access to public spaces as well as regularly assessing and updating these to adapt to changing circumstances and any potential new threats of incursion; and
c) ensure strong communication with residents to keep them informed about the steps being taken to protect public spaces.

1. bring forward a council led communications campaign to alert and assist those at risk of hardship and maximise the uptake of Pension Credits and other benefits, ensuring access to the winter fuel payment.
2. request that the Leader of the Council write to the Chancellor of the Exchequer and Prime Minister urging them to reverse the decision before winter sets in.
The following amendment, which was circulated at the meeting, was proposed by Councillor Munday and seconded by Councillor Harris:
“Recommendation 1 be amended to read:
To support a communications campaign to alert and assist those at risk of hardship and maximise the uptake of Pension Credits and other benefits, by signposting residents to suitable advice and support, including Citizens Advice Havant drop-in sessions to help ensure access to the winter fuel payment.”
Following a debate and vote, Council agreed the amendment as it was felt that the Council was not in position to lead a communications campaign on a form of credit it did not provide.
Full Council discussed the substantive motion in detail.
There being no other amendments, The Mayor ruled that a separate vote would be taken on each recommendation set out in the substantive motion.
Council took a vote on the substantive motion and agreed to the first recommendation of this motion but did not support the second recommendation. Council therefore
RESOLVED to support a communications campaign to alert and assist those at risk of hardship and maximise the uptake of Pension Credits and other benefits, by signposting residents to suitable advice and support, including Citizens Advice Havant drop-in sessions to help ensure access to the winter fuel payment.
