Minutes of Previous Meeting
The Chair reported that the environmental costs of decisions to this committee was supposed to be item 9 on the agenda, but currently no update was available so it would be brought back to the Committee in the future.
The Chair stated that Councillor Broomfield had asked if the One Horton Forum was still running, and that she had found out that it had been put on the back burner due to Covid-19 but was due to start again on 18 July, with Fair Oak Parish Council in.
The minutes of the meeting held on 9 March would be brought back to the Committee to be approved in September, as only two councillors present at today’s meeting were present on 9 March, meaning for this item, the Committee would not be quorum.

The Chair thanked Ex-Councillor Rob Rushton for his time and commitment when he was on the Bishopstoke, Fair Oak and Horton Heath Local Area Committee, and welcomed Councillor Nick Couldrey back to the Committee.

6 | Financial Report |

The Committee considered a report by the Local Area Manager (agenda item 6) setting out recommendations for expenditure from the Committee’s revenue budget and developer contributions.
The Local Area Manager updated the Committee that funding had been received from Hampshire County Council towards Recommendation 3, the Holiday Activity and Food Programme, but that he would still recommend that the Committee approve the full request for funding as it would mean more available funds for expansion and further added value to the programme. Mandy Adams would come to a future team meeting to present to Members how this would be spent.
Councillor Couldrey requested that the boardwalk mentioned in Recommendation 2 be made from green oak and not from recycled plastic.
RESOLVED:-
That the Bishopstoke, Fair Oak and Horton Heath Local Area Committee approved:
(1) £18,000 from developer contributions for extension to the parking provision for the splashpad and new Café at New Century Park development in Fair Oak; (2) £15,000 from developer contributions for a replacement fence and boardwalk (made from green oak) at the West Horton Farm countryside site in Bishopstoke; and (3) £2,100 from existing revenue budgets as the BIFOHH contribution to the Holiday Activity and Food Programme.
