5	Chair's Report	The Chair thanked Members for another year of scrutiny and wished everyone a happy Christmas.
6	Update from Task and Finish Groups	Verbal Report Housing Task and Finish Group An update was given under the Housing Policies item on the agenda. Graffiti Task and Finish Group One final meeting will be arranged, and a report will be presented at this Committee shortly.

The Resident and Community Engagement policy outlines the Council’s approach to involving residents in their homes, the service provided and their communities. RESOLVED – That the Policy and Performance Scrutiny Panel considered the sixth tranche of policies (Fire Safety Policy, Health and Safety Policy, Neighbourhood and Estate Management Policy and Resident and Community Engagement Policy) and they make any recommendations to Cabinet as appropriate.
8	Compliments and Complaints	Compliments and Complaints Report Appendix 1 - Compliments and Complaints Appendix 2 - Compliments and Complaints The Customer Support Manager introduced the report and highlighted the statistics for compliments and complaints. RESOLVED – That the Policy and Performance Scrutiny Panel considered and noted information in the Annual Compliments and Complaints report. [NOTE: Councillor Baker arrived at 18:57.]
9	Corporate Finance and Performance Quarter 2	Corporate Finance and Performance Report Q2 2023-24 Appendix A - Corporate KPI Charts P&P Quarter 2 2023-24 Appendix B - Treasury Management Half Yearly Report 2324 Appendix C - Community Investment Programme Appendix E - Prudential Indicators Appendix F - Corporate Continuous Improvement Programme Appendix G - Medium-Term Financial Plan Appendix D - Risk Assesement A presentation was given which outlined Key Items, Financial Summary, Performance against Corporate Plan and 3 year Action Plan and a summary of Service Performance. Discussions took place with regards to staffing challenges, financial overspend and interest rates. RESOLVED – That the Policy and Performance Scrutiny Panel noted the performance and the forecast financial position of the Council for the second quarter of the financial year, making any necessary recommendations to Cabinet based on this data and information.
10	Cabinet Forward Plan	Dec 23-March 24 The Panel considered the Forward Plan of Key Decisions. It was AGREED that the report be noted.
11	Policy and Performance Scrutiny Panel's Work Programme	P&P Programme 23-24 (1) Panel members considered their Work Programme to March 2023. Hampshire Together will be added to the Work Programme. It was AGREED that the Work Programme be noted.
