2	Declarations of Interest	There were no declarations of interest in relation to items of business on the agenda.
3	Minutes	FINAL Minutes 29.06.23 It was AGREED - That the Minutes of the meeting of the Panel held on 29 June 2023 be confirmed and signed by the Chair as a correct record.
4	Public Participation	There was no public participation on this occasion.
5	Chair's Report	The Chair wished everyone a happy and restful summer break.
6	Update from Task and Finish Groups	There were no updates from Task and Finish Groups.
7	Affordable Housing Supplementary Planning Document	Affordable Housing SPD Report Affordable Housing SPD App 1 The Senior Business Planning Officer introduced the report and explained that the SPD will be published for 8 weeks consultation from 24 July to 18 September 2023 in accordance with the adopted Statement of Community Involvement (SCI). The Chair requested a member briefing on the viability of affordable housing schemes (how the maximum provision of affordable housing can be achieved without comprising development viability and how we judge it, as both a developer and LPA). RESOLVED – That the Policy & Performance Scrutiny Panel provided comments on the consultation draft Affordable Housing Supplementary Planning Document (SPD) as part of the consultation process.
8	Empty Property Strategy	Empty Property Strategy Report Empty Property Strategy App 1 Empty Property Strategy App 2 The Senior DFG and Housing Enforcement Officer introduced the report and outlined the approach in the strategy. Yearly statistics will be produced in order to ensure an understanding of long-term empty properties. RESOLVED – That the Policy and Performance Scrutiny Panel considered and commented on the updated Empty Homes Strategy 2023 (appendix 1).
9	Cabinet Forward Plan	July 23 - March 24 The Panel considered the Forward Plan of Key Decisions. It was AGREED that the report be noted.
10	Policy and Performance Scrutiny Panel's Work Programme	P&P Programme 23-24 (3) Panel members considered their Work Programme. Members requested an update on Strategic Land at a future meeting. It was AGREED that the Work Programme be noted.
