2	Declarations of Interest	There were no declarations of interest in relation to items of business on the agenda.
3	Minutes	FINAL Minutes 12.01.23 It was AGREED - That the Minutes of the meeting of the Panel held on 12 January 2023 be confirmed and signed by the Chair as a correct record.
4	Public Participation	There was no public participation on this occasion.
5	Chair's Report	The Chair explained that following Eastleigh College’s attendance at the previous meeting, the Ukraine Programme Manager was awaiting further clarification around a query regarding asylum seeker’s education. She will report back at the next meeting.
6	Update from Task and Finish Groups	One Horton Heath Task and Finish Group Councillor Duguid explained that an informal update had been given at the previous meeting. Councillor Broomfield has now cleared the summary and this has been appended to the minutes. It was agreed that a further review would be held in 6 months time. Councillor Duguid wanted to thank the Executive Head of Finance and Housing for his hard work. Housing Policies Task and Finish Group Councillor Duguid confirmed that three policies had been reviewed and various alterations were requested. Good progress had been made in reviewing tranche 4, but there were some cross references to policies that haven’t been seen which may need further review in due course.
7	Corporate Plan 2023-2026	Corporate Plan Report Corporate Plan App 1 Corporate Plan App 2 The Strategy Development Senior Specialist gave a presentation to the Committee which outlined what the Corporate Plan is, the previous Plan, the new Plan, including the Themes and the next steps. RESOLVED – That the Policy and Performance Scrutiny Panel noted the proposed new Corporate Plan 2023-26.
8	General Fund Revenue Budget	Budget Report 2023-24 - Report to democratic Appendix A - Medium Term Financial Plan 23-24 Appendix B - Community Investment Programme Appendix C - Risk Assesement Appendix D - Corporate PI Scorecard P&P Quarter 3 2022-23 The Corporate Director gave a presentation to the Panel and highlighted the key points within the report. A discussion took place with regards to the concerns of rising interest rates and the impact this could have. RESOLVED – That the Policy and Performance Scrutiny Panel noted the contents of the report.
9	Cabinet Forward Plan	January 23-March 23 The Panel considered the Forward Plan of Key Decisions. It was AGREED that the report be noted.
10	Policy and Performance Scrutiny Panel's Work Programme	P&P Programme 22-23 (2) Panel members considered their Work Programme. It was suggested that Animal Welfare be added to the Work Programme for discussion at a future meeting. It was AGREED that the Work Programme be noted.
