8 Connected Southampton 2040 Transport Strategy (LTP) - Implementation Plan 2025-28
To consider the report of the Cabinet Member for Transport detailing the progress in delivering the Connected Southampton Transport Strategy 2040 Implementation Plan covering the period 2022 to 2025 and the proposed Implementation Plan for the period 2025 to 2028. The Implementation Plan has been developed in accordance with the policies set out in the Connected Southampton Transport Strategy 2040 (the LTP), which remain unchanged, and confirmed funding.
9 Financial Position Update - period to 30 September 2025
To consider the report of the Cabinet Member for Finance and Resources providing an update on the Council's financial position for 2025/26.
10 Devolution Update - Hampshire and the Solent MCCA

13 Exclusion of the Press and Public - Exempt Papers included in the following Item
To move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the exempt appendix to the following item.

Appendix 1 of this report contains information deemed to be exempt from general publication based on Category 3 of Paragraph 10.4 of the Council’s Access to Information Procedure Rules. This includes details of a procurement outcome, which if disclosed could put the Council or other parties at a commercial disadvantage. It is not in the public interest to disclose this information as the report contains confidential and commercially sensitive information in relation to one of the Council’s suppliers. It would prejudice the Council’s ability to operate in a commercial environment and obtain best value in contract negotiations.
14 Award of Residential Respite Contracts for Children and for Adults with Learning Disabilities (Complex needs)
To consider the report of the Cabinet Member for Adult Social Care and Public Health seeking approval to award contracts for residential respite for children and adults with learning disabilities.

NOTE: This report is submitted for consideration as a General Exception under paragraph 15 of the Access to Information Procedure Rules in Part 4 of the City Council’s Constitution, notice having been given to the Chair of the relevant Scrutiny Panel and the Public.

The matter requires a decision on 28 October 2025. The urgency is linked to the existing contracts are due to end this year with new contracts due to commence on 24 November 2025. The award of the contracts as soon as possible is to ensure continuity of provision and avoid prolonging the uncertainty for providers and services users for these reasons the decision cannot be deferred for inclusion in the next Forward Plan for decision following 28 clear days notice.

To move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the exempt appendices to the following item:

Appendices 3,4,5,6,7,8 and 9 of this report are exempt from publication by virtue of paragraph 3 of the Council Access to Information Procedure Rules as set out in the Constitution (information relating to the financial and business affairs of any particular person). Appendix 5 is exempt on the basis of Legal Professional Privilege and contains details of the legal tests and considerations the Council has had regard to in participating in the linked transactions contained in this report. It is not in the public interest to disclose this information while the site is under active negotiation pending completion of the relevant land transactions as to do so may adversely affect the Council’s legal, financial and bargaining position and its ability to secure best value for its property interests in the related transactions.
