Private HIre Vehicles (PHVs) in Bus Lanes
Purpose of Report
The purpose of the report is to address the concerns raised by the Scrutiny Management Panel, who reviewed the decision taken by the Cabinet Member for Transport on 24 October 2024 to not approve extending authorisation for Private Hire Vehicles (PHVs) licensed by Portsmouth City Council (PCC) to use additional bus lanes, and to outline proposed next steps.
RECOMMENDATIONS
It is recommended that the Cabinet Member for Transport:
1. Notes the information included in Section 4 of this report in response to concerns raised by the Scrutiny Management Panel at its 11 November 2024 meeting and reaffirms the validity of the decision that was taken by the Cabinet Member for Transport on 24 October 2024.
2. Notes that following investigation by officers, it is likely to be feasible to enable PCC licensed PHV access to two additional bus lanes, Cosham Interchange and Northern Road, through synergies with delivery of the Council's emerging Bus Service Improvement Plan (BSIP) programme.
3. Approves the further feasibility work and, if feasible, subsequent delivery of PCC licensed PHV access to the Cosham Interchange and Northern Road bus lanes, noting that Project Management and indicative £71,500 cost of the works will be funded from the BSIP programme.

Lane Rental
Purpose of Report
To inform the Transport Cabinet Member of the proposals to implement a Lane Rental scheme as an additional measure of control for street works and roadworks in Portsmouth.
RECOMMENDATIONS
It is recommended that the Cabinet Member for Transport:
1. Approves the progression of a Lane Rental scheme application to the Department for Transport.
2. Supports the use of a specialist consultant to complete all necessary steps of the process.

School Streets - St Jude's School ETRO Decision
Purpose of Report
This report provides an update on the School Streets Experimental Traffic Regulation Order (ETRO) at St Jude's Church of England Primary School.
It seeks approval to make the ETRO permanent, aligning with Portsmouth City Council's Local Transport Plan (LTP4) objectives of encouraging active travel supporting modal shift, and creating safer, healthier routes to schools.
RECOMMENDATIONS
It is recommended that the Cabinet Member for Transport:
1. Approves making the School Streets ETRO permanent at St Jude's Church of England Primary School.
2. Notes that the remaining provisions of the Portsmouth City Council's (St Nicholas Road area & Heyward Road)(School Streets)(Experimental) Order 2024, TRO E002/2024, were approved at the Transport Cabinet Member's decision meeting on 24 November 2024, shall now be made permanent.
3. Notes that the scheme has strong stakeholder support and has demonstrable benefits. The Road Safety and Active Travel team will continue to support schools in maintaining behaviour change.

Purpose of Report
To consider the public response t the proposed disabled bays in Balliol Road, Brompton Road, Gruneisen Road, Hampshire Street & Karen Avenue, Portsmouth.
RECOMMENDATIONS
In relation to the proposal under TRO Ref PO03-25, it is recommended that the Cabinet Member for Transport:
1. Approves the implementation of Disabled Persons' Parking Bays in Balliol Road, Brompton Road, Gruneisen Road, Hampshire Street & Karen Avenue.
2. Notes that the remainder of TRO Ref PO03-25 came into operation as a Part A TRO. Therefore, any proposals approved following this report will be brought into operation as a Part B TRO Ref PO03-25.
