Local Transport Plan 4 - Implementation Plan 2025/2026
Purpose of Report
The purpose of this report is to seek approval for the updated Local Transport Plan 4 (LTP4) Implementation Plan 2025/26 following the approval of the 2025/26 budget at the Full Council meeting on 13 February 2024.
· £1,165,000 for the 2025/26 LTP4 implementation plan.
A three-year funding allocation has been awarded for the LTP4 programme. This funding will allow for the forward planning of scheme delivery and ensure teams are sufficiently resourced to be able to successfully implement future works.
This report notes the funding allocations approved by Full Council on 25 February 2025 as part of the Council's 2025/26 Capital Programme which contribute to the delivery of the adopted Portsmouth Transport Strategy (LTP4) in future years.
· £1,495,000 for the 2026/27 LTP4 implementation plan.
· £1,495,000 for the 2027/28 LTP4 implementation plan.
Additional amounts have been allocated for the Transport service to deliver the following works:
· Traffic Calming Measures for Sywell Crescent (Copnor) - £112,000
· Resurfacing of Kenyon Road (Copnor) - £50,000
· Additional Lighting - Cornwallis Crescent (Charles Dickens) - £10,000
· Safety Bollards - Outside Lawrence Arms and the Nell Gwynne Public House (St Jude) - £5,000
This report details the proposed programme of LTP4 implementation plan funded transport schemes to commence delivery within the 2025/26 funding year.
RECOMMENDATIONS
It is recommended that the Cabinet Member for Transport:
1. Approves and adopts the attached Local Transport Plan 4 (LTP4) funded schemes 2025/26 (Appendix A). This is part of Portsmouth's second LTP4 three-year implementation plan for 2025/26 - 2027/28 to be published in the summer.
2. Delegates authority to the Assistant Director of Transport in consultation with the Cabinet Member for Transport and the Section 151 Officer to update the Local Transport Plan 4 Implementation Plan with the attached proposed Local Transport Plan funded scheme list (Appendix A).
3. Delegates authority to the Assistant Director of Transport in consultation with the Cabinet Member for Transport and the Section 151 Officer to agree any minor amendments to the Implementation Plan that may be required to take account of future funding changes and relevant national policy guidance, including reprofiling of indicative scheme delivery timescales.
4. Notes that the funded Transport Infrastructure Programme and other revenue and externally funded highways and transport work programmes contribute to the delivery of the LTP4 and the implementation plan 2025/26-2027/28 will include these when published later this year.

TRO PO64-24 - Brompton Road, Hayling Avenue & Powerscourt Road - Disabled Persons Parking Places
Purpose of Report
To consider the public response to the proposed disabled bays in Brompton Road, Hayling Avenue & Powerscourt Road, Portsmouth and the associated reduction of no waiting at any time restriction in Hayling Avenue.
In this report TRO means traffic regulation order.

RECOMMENDATIONS
In relation to the proposal promoted under TRO Ref PO64-24, it is recommended that the Cabinet Member for Transport:
1. Approves the implementation of Disabled Person's Parking Bays in Brompton Road, Hayling Avenue & Powerscourt Road.
2. Approves the reduction of the no waiting at any restriction in Hayling Avenue by 5 metres to allow for the installation of a disabled bay.
3. Notes that the remainder of TRO Ref PO64-24 will come into operation as a Part A TRO with the exception of Crofton Road (outside 39) which is no longer required and Battenburg Avenue (outside 67) which will not be removed. Therefore, any proposals approved following this report will be brought into operation as a Part B TRO Ref PO64-24.

Proposed Waiting Restrictions - various roads (PO25-24)
Purpose of Report
To consider objections to proposed waiting restrictions on various roads.
RECOMMENDATION
It is recommended that the Cabinet Member for Transport:
1. Approves the implementation of "No Waiting At Any Time" restrictions as advertised on the north-east junction of Norman Road and Trevor Road.
2. Approves the implementation of waiting restrictions as advertised on Warren Avenue Industrial Estate access road.
3. Approves the implementation of "No Waiting At Any Time" restrictions as advertised in Moneyfield Avenue at its junction with Seaton Avenue, Sidmouth Avenue and Redcar Avenue, and at the junctions of Sidmouth Avenue and Seaton Avenue with Teignmouth Road.
4. Notes that the proposed restrictions for which no representations were received have been introduced under a separate Part A order.
