Various Roads Proposed Waiting Restrictions (Installation of Bike Hangars)
Purpose of Report
To consider the public response to the proposed waiting restrictions to allow for the installation of Bike Hangars in the following roads:
· Kimberley Road
· Adair Road
· Bertie Road
· Exmouth Road
· Fordingbridge Road
RECOMMENDATIONS
In relation to the proposal promoted under TRO Ref PO58-2024, it is recommended that the Cabinet Member for Transport:
1. Approves the implementation of "no waiting at any time" restrictions in Fordingbridge Road, Exmouth Road and Adair Road to enable Bike Hangars to be installed.
2. Notes the responses received from residents of Kimberley Road & Bertie Road and in recognition of these responses, recommends that the restrictions proposed for these locations are not implemented.

Concessionary Fares Scheme Reimbursement to Bus Operators 2025/2026
Purpose of Report
This report sets out the reimbursement arrangements for bus operators from 1 April 2025 to 31 March 2026 under the English National Concessionary Travel Scheme (ENCTS) in Portsmouth taking into account the revised guidance issued by the Department for Transport (DfT).
RECOMMENDATIONS
It is recommended that the Cabinet Member for Transport:
1. Notes the contents of this report
2. Approves that between 1 April 2025 and 31 March 2026, the bus operator reimbursement rate continues being based on the number of actual journeys made using a concessionary pass in line with the latest guidance from the Department for Transport.
3. Continues with the existing local discretionary enhancements to English National Concessionary Travel Scheme in Portsmouth as outlined in Appendix B
4. Delegates authority to the Cabinet Member for Transport in conjunction with the Assistant Director of Transport and the S151 Officer, to make any necessary changes within the allocated budget.
