Declarations of Interests

In accordance with the Code of Conduct, a councillor is required to disclose at the meeting any disclosable pecuniary interests (DPI) that they may have in respect of any matter for consideration on this agenda. Any councillor with a DPI must not participate in any discussion or vote regarding that matter and they must also withdraw from the meeting immediately before consideration of the matter.
Councillors are further invited to disclose any personal or prejudicial interests which may be relevant to any matter on this agenda. Participation in the meeting and vote shall depend upon the nature of the interest.

Councillor Munday, as Leader of the Council introduced a report, thanking members of the Full Council for their consideration of this matter at their meeting held on 19 March 2025.
Councillor Munday introduced a report recommending Cabinet to approve the submission of the interim local government reorganisation proposal and confirmed a set of principles have been discussed with options based on 4 key economic areas, namely; Portsmouth, Southampton, Winchester and Basingstoke.
The Leader pledged to keep Cabinet informed of the progress of discussions and thanked the help and support of the Chief Executive.
Councillor Redsull joined the meeting at 17:42 and declared an interest regarding this matter, in that she is an employee of a Hampshire local authority and therefore impacted on the reorganisation of local government.
Following consultation with the Monitoring Officer, Councillor Redsull was permitted to remain in the room and take part in the matter for consideration.
The report and options available to Cabinet were discussed in detail with Cabinet pledging to engage fully with the residents of Havant and to keep the needs of Havant residents at the forefront of their thinking throughout the process.
Following a question and answer session, debate and vote in which there was 1 abstention to recommendation 1, Cabinet agreed the report’s recommendations for the reasons stated in the submitted report.
Cabinet therefore,
RESOLVED to
1. approve submissionof theinterim localgovernment reorganisationproposal that has been developed in Hampshire to the Government; and
2. delegate authority to the Leader of the Council in consultation with the Chief Executive, to negotiate the final business case for local government reorganisation, prior to approval by Council and submission to Government later in 2025.
3. agree to the development and delivery of a full engagement programme with our residents and communities.
