Declarations of Interests
To receive and note any disclosable pecuniary interests from councillors. In accordance with the Code of Conduct, a councillor is required to disclose at the meeting any disclosable pecuniary interest (DPI) that they may have in respect of any matter for consideration on this agenda. Any councillor with a DPI must not participate in any discussion or vote regarding that matter and they must also withdraw from the meeting immediately before consideration of the matter.
Councillors are further invited to disclose any personal or prejudicial interests which may be relevant to any matter on this agenda. Participation in the meeting and vote shall depend upon the nature of the interest.
Councillors should refer to the declaration of interest flowchart and raise any queries with the Monitoring Officer in advance of the meeting.
Members are reminded that they should re-declare their interest before consideration of the item or as soon as the interest becomes apparent and if appropriate, withdraw from the room immediately thereafter.

Variation to the Hackney Carriage Table of Fares

Minutes
The Licensing Officer introduced the item explaining that there was a request from the Hackney Carriage Taxi Trade in November 2023 to review the fares. Therefore an engagement exercise was undertaken to understand the proposals for the revision of fares, detailed in Appendix C.
A number of options were considered for the revision of fares and consideration was given regarding the strike of balance between understanding the Hackney Carriage drivers earning an income, and ensuring affordability for residents.
It was also explained that following a decision made today the proposal of variations will go out for consultation for a minimum of 14 days.
Following questions and debate from members it was clarified that:
- Reviews are initiated following a request from the trade, not in consultation with other authorities.
- In person work shops were held with the trade and their requests are reflected within the options shown in the report.
- The last review was completed in 2022.
- The table of fares specifies the metre distance, of which are also displayed in every hackney carriage.
It was therefore RESOLVED that the Licensing Committee:
(a) APPROVE the adoption of fees as contained in Option 1 and detailed at Appendix A.
(b) APPROVE public consultation on the recommended fees for no less than 14 days.
(c) Following consultation to delegate authority to the Executive Head of Place, in consultation with the Cabinet Lead for Place, to make necessary amendments to the proposed fees and to RECOMMEND these to Full Council for adoption.
