5 Councillor Questions under Cabinet (Executive) Standing Order 9.3
In accordance with Cabinet (Executive) Standing Order 9.3 to receive questions from the Chairman of the Overview & Scrutiny Committee and other Councillors. A period of 20 minutes is permitted to receive questions put to Cabinet by Councillors.

7 Cabinet Appointments to Outside Bodies 2024/25
Minutes Councillor Munday, as relevant Cabinet Lead, introduced a report on the Cabinet appointments to outside bodies, which included details of the options available to Cabinet.

The following amendment proposed by Councillor Munday and seconded by Councillor Paul Gray was agreed by Cabinet for the reasons stated below:

Amendment

The following additional recommendation be approved:

“authority be delegated to the Monitoring Officer to approve changes to the appointments schedule as set out in Appendix A of the report after consultation with the Leader of the Council.”

Reasons

The Leader of the Council advised that details of the outside bodies and appointments to these bodies were still the subject of discussion between the political groups. The recommended delegation of authority was therefore necessary to avoid delay in making any changes to the appointment’s schedule arising from these discussions.

There being no other amendments, Cabinet voted and agreed the substantive motion for the reasons set out in the submitted report and above. It was therefore,

RESOLVED that:

A. the appointments to outside bodies as set out in Appendix A of the report be approved; and

B. authority be delegated to the Monitoring Officer to approve changes to the appointments schedule as set out in Appendix A of the report after consultation with the Leader of the Council.
8 Appointment for Cabinet Panels and Working Parties for 2024/25
Minutes Councillor Munday, as relevant Cabinet Lead, introduced a report on the appointment of Cabinet panels and working groups, which included details of the options available to Cabinet.

The following amendments proposed by Councillor Munday and seconded by Councillor Redsull were agreed for the reasons stated below:

Amendments

1. Recommendation ii be amended to read:

“members of the Climate Change and Environment Cabinet Liaison Panel be appointed as set out in Appendix C”

2. The following additional recommendation be approved:

“Authority be delegated to the Monitoring Officer to approve changes to the appointments schedule as set out in Appendix C of the report after consultation with the Leader of the Council.”

Reasons

The Leader of the Council advised that the membership of the Local Plan Working Group and Climate Change and Environment Cabinet Liaison Panel was still the subject of discussions between the political groups. The delegation of authority to approve amendments to the appointment’s schedule was therefore necessary to avoid any delay in making changes arising from these discussions.

There being no other amendments, Cabinet voted and agreed the substantive motion for the reasons set out in the submitted report and above. It was therefore,

RESOLVED that:

A. the Climate Change & Environment Cabinet Panel be appointed subject to the terms of reference set out in Appendix A for the municipal year 2024/2025;

B. the Local Plan Working Party be appointed subject to the terms of reference set out in Appendix B for the municipal year 2024/2025;

C. members of the Climate Change and Environment Cabinet Liaison Panel be appointed as set out in Appendix C; and

D. authority be delegated to the Monitoring Officer to approve changes to the appointments schedule as set out in Appendix C of the report after consultation with the Leader of the Council.
9 2024 Safeguarding Policy
Minutes Councillor Harris, Cabinet Lead for Regeneration and Communities, introduced a report recommending the adoption of a revised safeguarding policy. The report included details of the options available to Cabinet and the reasons for revising the policy.

Cabinet agreed the report’s recommendations for the reasons stated in the submitted report.

RESOLVED that the submitted updated Safeguarding Policy be approved.

RECOMMENDED that the Minutes of Porchester Crematorium held 11 December 2023 on be noted.
