The Board was updated to advise that an additional letter of representation had been received and that the issues raised had already been identified in the report.
Members welcomed the improvement to the site and sought confirmation that the pathway would be protected as it was a walkthrough to the school and this was confirmed and the also advised that the dwelling was located away from the boundary.

Consideration was given to a report of the Development Manager detailing the application.
The Board was updated that there were two applications relating to the property and that an additional letter of representation had been received from the Alverstoke Infants School in relation to boundary treatments, and this had been addressed in the planning conditions.
Jane Palmer was invited to address the Board.
She advised that HCH LTD were incorporated in April 2005 – 20 years ago next April and are formed of and employ 2 Directors, 3 children, 1 sister and 2 nieces so a true family business. They are a Nursing Home provider, with a CQC 5* rating. We employ 251 staff and care for 120 local vulnerable elderly offering nursing and hospice level care. Our main nursing homes are Tudor Lodge in Newgate Lane in Fareham, registered for 80 residents, and Canford Manor in Lee on the Solent, registered for 40 residents – so similar in size to what we propose at Anglesley lodge and as a result we have been able to use very accurate figures of staffing numbers and locality of residents from its data.
In 2006 we bought Croft Manor, a listed Victorian Villa in Osborne Road, Fareham, and extended it in 2011 working alongside FBC. Scheme added bedrooms to listed building, all work was completed to satisfaction of the relevant authorities.
Our Life as a nursing home operator is one of compliance. We are strictly governed in our day to day and are fully compliant, CQC rates our homes as 5* (from their 5 judgement points) and we have owned Anglesey Lodge now for 15 months.
It is a complicated site, and to date we have spent £51,000 on Ecology Consultants support, £28,000 on a specialist arborist work and £55,000 on asbestos removal.
We have based the figures of staffing and occupancy on our sister home Canford Manor in Lee on the Solent which is registered for 40 residents, so almost identical in size.
We want to restore the house to its former glory. It’s in our interests to make the house and gardens as attractive inside and out to local people. Two major structural reports have enabled us to keep more of original façade than it was originally thought. We worked with the planners, with feedback from Heritage England the Gosport Society and highways. We have met with the school on several occasions (both personally and the building team) and we have consulted at every step and tried to take on board all the feedback from the various departments to ensure that everyone could live with the scheme proposed. We want to be compliant and have something approved that works for everyone.
The building team is based locally in Lee on Solent and we have worked with them on many schemes at the homes before. Everyone used is locally based and we have kept councillors up to date as much as possible.
The site is a problem for anti social behaviour and much of the work done to the end of this summer was in trying to secure the access and work with the school to secure boundary we share.
Instructed Ecosupport before site had completed and had bat tree surveys, reptile surveys, badger surveys completed. We worked with eco to secure bat boxes, built reptile area (Spa!) and badger setts were found to be not in use.
There has been tree surveys completed and lots of self seeders and smaller than rich tea biscuit trunks were found, fallen trees were cleared under ecologist supervision as were dead tree removals in case of bat roosting.
We began by making site safe from asbestos which was found to be everywhere due to fire brigade hoses.
We have worked with GBC and Alverstoke infants to remove boundary hazards such as dilapidated roofing to poor quality single skin rear extensions and wobbly boundary walls. We have replaced fencing for new, repointed walls with lime mortar and brick work patterns in keeping with age of listed building.
We have also made some site clearance progress in order to provide hardstanding for scaffold lorries to protect the facades and make the site more secure.
We are ready to proceed. We have mitigated the nitrates and complete on the reed bed site tomorrow (all things being equal).
Our homes cater for practically 100% local residents. 90% of our total staff is local – most born and bred in the area. This is a great way to enable a high number of the local population to enjoy a heritage asset – being able to visit the original house and see the communal spaces.
We support the NHS with contract bed arrangements as we also do with adult services and do not accept residents with challenging behaviour.
Members recognised that it looked to be a balanced application, concern was expressed about the parking but Mrs Palmer advised that comparison of demand had been made with the similar sized development at Canford Manor. Staff tended to lift share and not all would be on site at the same time.
Members observed that the removal of the on street parking spaces may benefit the traffic issues in the local area and it was accepted that no additional parking could be provided without the loss of trees.
Members recognised the property had been subject to years of damage and it was confirmed that the school was now satisfied with work that had been undertaken as the applicant and the build team had met with the school and they were satisfied.
There were a number of planning conditions in places that would ensure the work undertaken was acceptable.
Members felt that contrary to the Gosport Society’s comments, the fact that the design mirrored the existing more traditional design was welcome and Members likened the proposal to Fort Gilkicker in that although the optimum result would be full restoration, this was a viable alternative and acceptable.
Members welcomed the design separation from the new to the old with a single-storey eating area and reiterated that it was felt the parking would improve in the area, particularly for local residents.
Members welcomed the additional provision for local residents and the additional employment opportunities and welcomed the improvement to a dilapidated site.
The Ward Councillor advised that the locality of Canford Manor had never had car overspill issues.
Members reiterated that although it was not ideal, it was a balanced approach to site improvement.
