5 Chair's report

The Vice-Chair wanted to welcome Councillor Maud Attrill to the Committee even though she was unable to attend this evening.

 

The Vice-Chair expressed his, and the Committee’s, thanks to ex-councillor, Judith Grajewski, who had stood down in May. He stated that Judith was a diligent member of the Council who had always fully researched any items on the agendas, and her casework. The Vice-Chair and members wished her well and hoped she enjoyed her future activities.

 

The Vice-Chair congratulated Sally Garland for her BEM and Mayor’s awards for her community work on behalf of the Committee. He added that the awards were well deserved for the fantastic job she did setting up and running Chandler’s Ford Help from the start of the pandemic. The Vice-Chair requested that the Chair liaised with the Local Area Manager to write a letter to Sally expressing the Committee’s admiration and congratulations.

Good news CFH June 2022

Consideration was given to the report of the Local Area Manager (agenda item 6) that contained recommendations for expenditure from the Committee’s capital and revenue budget.

 

Councillor Groves pointed out that Item 7 of the report should read Carthage Close and not Carthage Road.

 

RESOLVED –

 

That the Committee:

 

(1)  Approved the introduction of a charge for a Genealogy search of £30 at Ramalley Cemetery

(2)  Noted the annual budget allocation of £2,000 towards the delivery of the ParkSport programme for 2022 from revenue budget.

(3)  Approved the allocation of £530 towards the Speed Indicator Device programme 22/23 from the reserves of the EBC Engineer Services.

(4)  Approved the allocation of £1600 to install four dual waste bins, two at Fircroft Drive, one at Ashdown Road and one at the path between the Central Precinct and Meon Crescent from the CFH roundabout sponsorship income.

(5)  Approved the allocation of £122 towards the installation of a new bollard sign at Benmore Gardens and Avonbourne Way from the reserves of the EBC Engineer services.

(6)  Approved the allocation of £250 towards the installation of wooden posts at land adjacent to Oakmount Road from the reserves of the EBC Engineer services.

(7)  Approved the allocation of £ £810.81 from Developer contributions towards the Wildflower project 2022, for sites that had been sown in Meon Crescent, Carthage Close, Shannon Way and Hiltingbury Road.

(8)   Noted the good news stories as detailed in Appendix A.

Appendix - Appointment to Outside Bodies 2223

The Committee considered the report of the Local Area Manager (agenda item 7) concerning appointments to regulatory panels, other groups and outside bodies.

 

RESOLVED –

 

(1)   That all members of the Chandler’s Ford and Hiltingbury Local Area Committee be appointed to the Regulatory Panel to form a pool for all licensing appeals from which any three can be selected;

(2)   That Councillors, Broadhurst, Groves, and Buckley be appointed to Licensing Panels as appointed by full Council for the purposes of the Licensing Act 2003 or the Gambling Act 2005;

(3)  That the Chandler’s Ford and Hiltingbury Local Area Committee make appointments to the following Outside Bodies:

i. Chandler’s Ford Community Association – Councillor Pragnell;

ii. Hiltingbury Community Association –Councillor Duguid;

iii. North Millers Dale Community Association – Mrs Pamela Holden-Brown.

 

8 TRO, Various Roads Chandler's Ford and Hiltingbury TRO Various Roads Chandler's Ford and Hiltingbury (003)

The Committee considered a report by the Senior Engineering Specialist (Agenda Item 8) which detailed representations received in response to proposed waiting restrictions on various roads.

 

The Senior Engineering Specialist updated the Committee that they were aware that concerns had been raised by residents about obstructive parking in Ashdown Road. He informed the Committee that the next step was for the 2022 requests for traffic schemes to be presented to members for prioritisation and that once prioritised the schemes would be drawn up and subject to a statutory consultation during which they would accept expressions of support and objection. The outcome of the consultation would then be reported to councillors for a final decision on early 2023.

 

Councillor Pragnell declared a pecuniary interest in item 1c, Meadbrook Gardens, as he owned a property in the road.

 

It was agreed that the decision on item 1c would be deferred until the next group of Traffic Regulation Orders (TROs) were brought before the Committee as Councillor Pragnell would be unable to debate or vote on the item and the Committee would not be in quorate without him.

 

RESOLVED –

 

That Chandler’s Ford and Hiltingbury Local Area Committee:

 

(1)  Approved the introduction of waiting restrictions in

a) Ashdown Close,

b) Kings Road, and

c) Oakwood Road, and

d) Deferred the decision on the introduction of waiting restrictions in Meadbrook Gardens until the next group of TROs were brought before the Committee.

 

(2)   Introduced limited waiting in Hut Farm Place.

 

9 Planning Appeals

The Legal Services Manager reported:-

 

(a)  that the following appeals had been lodged:-

 

12 Heathlands Close, Chandler’s Ford. SO53 1GY

 

Appeal against the refusal of planning permission for new front facing dormer and garage conversion to habitable accommodation and new pitched roof to replace flat roof. (Ref: H/21/90667)

 

This was a delegated decision.

 

(b)  that the following appeals had been dismissed:-

 

17 Lake Road, Chandler’s Ford, SO53 1EZ

 

Appeal against the refusal of planning permission for a grass roofed car port. (Ref: H/21/91377)

 

This was a delegated decision.

 

RESOLVED -

 

That the report be noted.
