2	Declarations of Interest	There were no declarations of interest in relation to items of business on the agenda.
3	Minutes	FINAL Minutes It was AGREED - That the Minutes of the meeting of the Panel held on 7 September 2023 be confirmed and signed by the Chair as a correct record.
4	Public Participation	There was no public participation on this occasion.
5	Chair's Report	The Chair offered internal scrutiny training to Members. This will be arranged by Democratic Services.
6	Update from Task and Finish Groups	Graffiti Task and Finish Group Councillor Gomer reported that the Group met and discussed actions. A report will come to Committee in December. Housing Task and Finish Group Councillor Asman reported that the Group had been working with officers to look at the next tranche of HRA policies, which were expected at the next meeting. Councillor Asman had attended a meeting of the Joint Housing Group on behalf of P&P. [Note: Councillor Baker joined the meeting at 18:48]
7	Census 2021 Summary - Borough Demographics	Census App 1 Census Report The Resource Manager gave a presentation to the Panel outlining the purpose of the Census and the findings from the 2021 Census. Digital inclusion was raised as a concern and it was explained that this was picked up in the equalities work but an update on actions taken was requested. RESOLVED – That the Policy and Performance Scrutiny Panel noted the findings from the 2021 Census.
8	Changes to the 2022 Domestic Waste and Recycling Policy	Waste Report Waste Report - Appendix 1 The Service Director for Neighbourhood Services and Green Spaces introduced the report outlining the key changes to the policy as an improvement on language to make it clearer and simplifying the process. RESOLVED – That Policy & Performance Scrutiny Panel commented on the proposed revisions to the Domestic Waste & Recycling Policy.
9	Cabinet Forward Plan	Sept 23-March24 The Panel considered the Forward Plan of Key Decisions. It was AGREED that the report be noted.
10	Policy and Performance Scrutiny Panel's Work Programme	P&P Programme 23-24 Panel members considered their Work Programme. It was AGREED that the Work Programme be noted.
