8 | Community Safety Partnership Review |
Community Safety Partnership Review
Commuity Safety Partnership Review App 1 The Safety and Resilience Manager introduced the report and summarised the work undertaken by the Eastleigh Community Safety Partnership over the last year. A discussion took place with regards to anti-social behaviour at large events. The Committee thanked Chief Inspector Matt Paling for attending the meeting and the Safety and Resilience Manager for his comprehensive report.
RESOLVED –
That the Policy and Performance Scrutiny Panel noted:
(1) the work undertaken by the Community Safety Partnership and (2) the annual strategic review published in September 2022 as required in the Police and Justice Act 2006.

9 | New Housing Policies |
Housing Policies T5v1
Appendix. 2 for Policy Consideration - Tranche 5 Appendix. 3 for Policy Consideration - Tranche 5 Councillor Asman introduced the report. It was requested that the Constitution amends with regards to the Housing Revenue Account, be added to the Work Programme. Councillor Gomer requested that the housing policies also have local member input / representation if not already picked up on various committees or working groups.
RESOLVED –
That the Policy and Performance Scrutiny Panel considered the fifth tranche of policies (Unacceptable Behaviour Policy and the Anti-Social Behaviour Policy) and were approved on the terms as outlined in this report. |
10 | Strategic Land Update |
Strategic Land Update Report
Strategic Land Update App 1 The Projects and Programmes Officer introduced the report and highlighted that there had been no further land purchases since the last update and the amount of land purchased since September 2020 remains at 238 hectares.
Questions were asked around nitrate credits, Stoke Park Farm and tree planting.

That the Policy and Performance Scrutiny Panel noted the contents of this report.

That the Policy and Performance Scrutiny Panel noted the Invitation to Tender for Community Services and recommends to Cabinet the Tender goes live.

Corporate Finance and Performance Report Q1 2023-24
Appendix A - Corporate KPI Charts P&P Quarter 1 2023-24 Appendix B - MTFP 23-24 Appendix C - Community Investment Programme Appendix D - Risk Assesement Appendix E - Prudential Indicators Appendix F - Corporate Continuous Improvement Programme The Lead Finance Business Partner gave a presentation to the Panell which outlined service performance, performance against the Corporate Plan and Three-Year Action Plan, a financial summary and the future performance reporting process.
Concerns were raised with regards to the Performance Indicator for corporate sickness. It was noted that figures are in line with the national average, but it was being reviewed to see if an improvement could be made.
Councillor Gomer requested a written update on 1.3, Planning requests answered by Ecology within 14 days and 1.9, Clearing of fly tipping completed on time.
RESOLVED –
That the Policy and Performance Scrutiny Panel noted the performance and the forecast financial position of the Council for the first quarter of the year.

P&P Programme 23-24 NEW
Panel members considered their Work Programme.
Councillor Broomfield requested that the recommendation which the Panel made to Cabinet back in March 2023 for Development Management be added to the Work Programme for March 2024.
It was AGREED that the Work Programme be noted.
