Councillor Bound declared that he had recently made a statement regarding the fencing at the site of application BDB/0727 for a tree preservation order. He advised that his comments were not relevant to the trees and therefore stayed on the Committee for that item.

Item 1 - 24/01165/OUT: Outline planning application for the construction of 50 dwellings with all matters reserved except for access. Site: Bow Brook Farm Vyne Road Bramley Hampshire
The Committee considered the report set out on pages of 31 of 103 of the agenda with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application, and the main area of discussion was the highway and access which resulted in mixed views.
It was highlighted that Hampshire County Council (HCC) Highways a statutory consultee had initially objected to the application. However, with a revised travel plan and subject to conditions they concluded they had no objections.
Members discussed some informatives to the application, for a discussion on the access works requiring a 30-mph road sign on Vyne Road and to explore the possibility of a pedestrian connection from the North on the purple line.
Some Members were supportive of HCC Highways and believed they had taken all safety measures into account by the improved signage and narrowing the road to act as a traffic calming measure.
Several Members were disappointed that there was a lack of cycle provision from the access of the development up to Silchester Road as there was a national cycle route on Silchester Road.
There was some concern that the site was located near the conservation area and the bulk of the development was outside the settlement boundary which would result in a negative impact on the character of Bramley.
The objections from the Urban Design Officer, Historic Environment Team, Landscape Officer and concern raised by Thames Water over capacity of foul sewerage network was highlighted.
The Committee deferred the application for an additional consultee response from HCC Highways on the following:-
· Whether a widened footway beyond what has been proposed was necessary.
· Whether there was justification or a requirement for the speed limit to change on the southern point beyond the access.
· Were there wider concerns about cycle connectivity from the site.
RESOLVED that: the application be DEFERRED
Item 2 - 24/00094/FUL: Erection of 4 no. residential dwellings (Class C3) with associated private gardens, landscaping, car parking, cycle storage and waste/recycling storage. Site: Land At Halliday Close Basingstoke Hampshire
The Committee considered the report set out on pages of 104 of 144 of the agenda with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application and were in favour of the design, location and the parking provision which exceeded the required standard in the supplementary planning document.
It was highlighted that the residents of Halliday Close park their vehicles on the site.
However, the supporting Planning Statement states that ‘there were no public or private rights or agreements in place to use the site as car parking.’
Members considered there were no sufficient planning reasons to refuse the application.
RESOLVED that: the application be APPROVED
Item 3 - 24/00625/FUL: Construction of livestock buildings, silage clamp, straw building, workshop and associated farmyard. Site: Land At Roundtown Estate Hackwood Park Basingstoke Hampshire
The Committee considered the report set out on pages of 145 of 185 of the agenda with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application and were content that it was an agricultural building on agricultural land and the profile of the buildings would not impact any dwellings in the vicinity or the adjacent road.
Members were content that the sileage clamp which would be served by a permitter drain to a sealed effluent tank, would ensure there was no cross contamination with surface or groundwater.
RESOLVED that: the application be APPROVED
Item 4 - 25/00090/TDC: Technical Details Consent for the erection of 4 no. dwellings; in accordance with Permission in Principle Ref: 22/02697/PIP. Site: Land To The South West Of Galley Lane, Headley Hampshire

The Committee discussed the proposed application and were supportive of the updated condition on the ecology and biodiversity net gain to the site.
Members were content with the location which was adjacent to a small development and considered there were no sufficient planning reasons to refuse the application

The Tree Officer introduced the report and advised that following a request from the Forestry Commission, the Council served a Tree Preservation Order (TPO) to protect a woodland in response to reported tree felling and concerns that the landowner may seek to alter the land use and occupy the site. The report summarised the background behind the making of TPO/BDB/0727 and sets out the Council’s reasons and basis upon which it is considered that the order should be confirmed (i.e. made permanent).
The Committee discussed the proposed tree preservation order and thought it was a necessary process to protect the trees.
