Minutes
The minutes of the meeting held on 15 June 2022 were confirmed as a correct record and signed by the Chair subject to the following additions to minute 10/22:
Concerns were raised regarding the low response rate of the consultation and whether there was a fair representation and how the Council could encourage wider participation and engagement in consultation processes.
It was noted that a high number of responses came from users of the ice rink but it was agreed that all responses were valuable contributions.

Presentation from Hampshire County Council on Hampshire's approach to on-street parking and traffic management
The Committee will receive a presentation from Hampshire County Council Officers on “Hampshire’s approach to on-street parking and traffic management” and will have the opportunity to ask questions.

The Chair introduced Marc Samways from Hampshire County Council who gave a presentation to the Committee.
The Committee discussed the presentation and raised the following issues:
Questioned whether there would be a limit to the number of permits per household.
Following a number of questions relating to operational arrangements, The Committee were advised that there were no significant changes to the current arrangements.
Questioned whether residents could report parking contraventions online.
Raised the issue of the demand for enforcement around schools.
Discussed the issues and benefits of paper permits.
Requested a response on whether there was 24-hour coverage for residents wishing to obtain permits.
Sought clarification in relation to the resourcing of parking hotspots and staffing levels.
Requested a response in relation to an update on the progress with on street charging points.
Requested a copy of the KPIs for the service.
Would like to see closer monitoring during the transition year.
Resolved: The Committee thanks Hampshire County Council for the presentation.

The Cabinet Member for Resident Services introduced the briefing note which provided an update to the Committee on the development of the strategy for the future of the Aquadrome and its service management model.
The Committee discussed the briefing note and made the following comments:
Raised concerns regarding the benefits of the DBOM (Design Build Operate and Maintain) approach and discussed the fact that it didn’t always result in reduced running costs.
Expressed the need to consider the health, wellbeing and leisure needs of the Borough both now and in the future and to work in partnership with the NHS.
Requested that the possibility of a heat balance between the Aquadrome and Ice Rink be considered.
Requested a workshop on the leisure mix across the Leisure Park and the Aquadrome and any outcomes from the updated Local Recreational Needs Assessment (LRNA).
Future proofing of the Leisure Park overall was very important.
There was a need to build in energy efficiency to a high quality to meet Climate Change targets.
The Committee noted the importance of a balance between what was wanted and what was needed on the Leisure Park.
The Committee noted that there was an urgency to replace the aquadrome.
The Aquadrome needed to be easily accessible.
There was a request to look at setting a KPI regarding the recycling rate of the old building with an example of 95% also given.

The Committee is asked to note and review its Work Programme and to receive updates from the Lead Members of Task and Finish Groups.
