Minutes
The Committee considered the Executive Head of Property and Growth’s Report No. PG2511 (as amended at the meeting) regarding the approval of the outline planning application (with scale, layout, appearance and landscaping reserved for future consideration) for up to 5,225sqm of employment space (use classes E(g)(iii), B2 and B8) and associated highway access works. During discussion, it was requested that the schemes included within Section 106 related to those provided by Hampshire County Council and as related to the Local Cycling and Walking Infrastructure Plans (LCWIP), with the details confirmed following the meeting and the specified agreement.
RESOLVED: That:
The Executive Head of Property and Growth, in consultation with the Chairman, be authorised to GRANT subject to a Section 106 Agreement and Conditions, in particular, Heads of Terms for Transport Contributions to be amended to be more generic and the Draft Habitat Management and Monitoring Plan (HMMP) 27.03.2025, to be added to the list of approved plans.
RESOLVED: That:

A complaint was received that a pergola had been erected in the rear garden of the property, which was 2.6 metres high and within 2 metres of the boundary with the complainant. The owner was contacted but an application was not forthcoming. Due to the pergola being only 100mm above the permitted development limit, it was considered that, had an application been submitted, it would have been granted permission as there was no material adverse planning impact arising in respect of any neighbour. The recommendation was that no further action be taken.
During discussion, Members asked for a list of the grounds of appeal against a Planning Enforcement Notice, for clarity.
