Local Development Scheme
Purpose
To introduce the updated Local Development Scheme (LDS), which sets out the timetable for the preparation of development plan documents in Portsmouth and forms Appendix 1 of this report. The focus of the report is on the Portsmouth Local Plan, and it explains why it is now necessary to prepare an Addendum to the Plan for a further round of public consultation before the Plan is submitted to the Secretary of State for examination.
RECOMMENDED that the Cabinet resolve as the Local Planning Authority (LPA) that the updated LDS set out in Appendix 1 of this report is approved and to have effect from 30 April 2025.

Supporting residents with the cost of living and Household Support Fund 2025/26
Purpose
1. To provide an update on the support the council is providing to residents to help with the rising cost of living, including the assistance being provided to residents of Portsmouth in financial hardship through the administration of the Household Support Fund made available by the Department for Work and Pensions (DWP).
2. To feedback on the assistance provided to residents of Portsmouth in financial hardship, through the administration of the Household Support Fund for 1 October 2024 to 31 March 2025.
3. To outline the indicative delivery plan for Household Support Fund for the period 1 April 2025 to 31 March 2026 which can be adjusted in response to local need and demand through the year.
