Admissions Policies 2026/27 for Community and Voluntary Controlled Schools
Purpose
To seek approval for the admission policies for 2026/27 for Community and Voluntary Controlled Schools in Portsmouth, including reductions to the Published Admission Number (PAN) for Manor Infant School and Nursery and St George's Beneficial CE Primary School.
RECOMMENDED that the Cabinet Member
1. Agree and determine the Admission Policies for Portsmouth Community and Voluntary Controlled Schools 2026/27 (attached at Appendices 1-5).
2. Note that the changes to the policies are reductions in the published admission number (PAN) of two schools as follows:
· Manor Infant and Nursery - to reduce from 90 to 60
· St George's Beneficial CE Primary School - to reduce from 50 to 30
· Copnor Primary - removal of 15 additional places into year 3 for Junior Transfer.

School Travel Assistance Policies 2025/2026
Purpose
To seek approval to consult on an updated Travel Assistance Policy for children of statutory school age (5-16) and the Travel Assistance Statement for post-16 learners for 2025/26.
RECOMMENDED that the Cabinet Member
1. Consult on revised draft Portsmouth travel assistance policies for children of statutory school age and post-16 learners between Friday 21 February and Friday 4 April 2025.
2. Delegate to the Director of Children, Families and Education the final decisions on the updated policies in the light of feedback from consultation, with the updated policies to be agreed and published on the Portsmouth City Council website by 31 May 2025.
To seek approval to consult on an updated Travel Assistance Policy for children of statutory school age (5-16) and the Travel Assistance Statement for post-16 learners for 2025/26.
RECOMMENDED that the Cabinet Member
1. Consult on revised draft Portsmouth travel assistance policies for children of statutory school age and post-16 learners between Friday 21 February and Friday 4 April 2025.

Dedicated Schools Grant Budget 2025/2026
Purpose
Inform the Cabinet Member of the progress towards the initial determination of the Schools Budget (including individual schools' budgets for 2025-26) and to seek the necessary approvals and endorsements required.
RECOMMENDED that the Cabinet Member approve:
1. The determination of the Schools Budget for 2025-26 as set out in Appendix 2.
2. The proposal to use carry forward balances of £3.0m to allow plans to be developed for the in-year deficit to be managed, and to fund the shortfall in 2025-26.
3. The proposed 2025-26 Element 3 Top-up values for Special Schools, Inclusion Centres, Alternative Provision Settings and Mainstream Schools as set out in Appendix 3.
