Joint Municipal Waste Management Strategy
Purpose
The purpose of this report is to seek approval of the Joint Municipal Waste Management Strategy which sets out the strategic direction for the Project Integra partnership. The Strategy sets out the key principles for how the waste management system for Portsmouth, Southampton and Hampshire will respond to and meet the forthcoming Environment Bill.
RECOMMENDATIONS
1 That the Cabinet Member for Community Safety and Environment approves the Project Integra Joint Municipal Waste Management Strategy (JMWMS).
2 That delegated authority is given to the Director of Housing, Neighbourhoods and Building Services, in consultation with the Cabinet Member for Community Safety & Environment, to make minor amendments to the Joint Municipal Waste Management Strategy ahead of its final publication by the Project Integra Partnership and at subsequent 3-year reviews.

David Emmett, Head of Waste Collection & Disposal introduced the report.
Councillor Ashmore was pleased to see all the targets including:
The reduction of carbon emissions targets included as that ties in with the council trying to reach the net zero target.
Local authorities working together across the local area to align the recycling services.
Extended producer responsibility which would place the burden onto the people that make the products and work as an incentive for them to reduce the amount of packaging in the first place.
He also noted that the Environment Bill will include a glass deposit return scheme. This had worked in quite a few countries including Norway where over 90% of glass bottles are recycled.
DECISIONS
