APP/24/00405 - Pipeline from the reservoir to the north of Middle Park Way to Bedhampton Pumping Station, Meyrick Road, Havant
Proposal: Hybrid application seeking: 1) Full permission for development of new pipelines to transfer water from Bedhampton Springs to fill the reservoir in the winter and draw it off to treat and supply when needed in the summer, comprising: construction of two predominantly underground pipes in tunnels linking the reservoir with the existing pumping station at Bedhampton with associated infrastructure including: emergency drawdown discharge structure at Hermitage Stream; construction of eight access shafts; upgrades to existing culverts close to shafts five, six and eight to manage flood risk; washout and air valve chambers (typically below ground), new plant at Bedhampton Pumping Station, modifications to Bedhampton 2 operational building and permanent diversion of Footpath 34 at Bedhampton Pumping Station. 2) Outline application for an associated underground cross-connection chamber and above ground kiosk at the reservoir site with vehicular accesses for maintenance; and upgrades to existing culverts close to shafts five, six and eight to manage flood risk (amended description 6th March 2025).
An Environmental Statement has been submitted with the application under the Town and Country Planning (Environmental Impact Assessment) Regulations 2017.

The Working Party received a report by the Executive Head of Place.
The Working Party was accompanied by the applicant’s agents, who were available to answer any factual or technical questions.
The Working Party viewed the site, the subject of the application, to assess whether there were any additional matters that should be considered by the Planning Committee.
RESOLVED that, based on the site inspection and information available at the time, the following additional information be provided to the Planning Committee:
1. Are wayleaves required for underground works?
2. Why was powdered activated carbon cleaning not included within the first application?
3. What was the size of the original outline consented pipe?
4. Why are 2 pipes needed?
5. Will the new public footpath be in place before works finished (site 1)
6. What will be the permitted use of new path? i.e. bridle way/cycle path etc.
7. How does the powder activated carbon clean the reservoir?
8. What happens to the carbon after use? Can it be re-used/recycled
9. Why is it trench and not tunnelling at rugby club – value for money
10. How deep are the roots of the large sycamore tree adjacent to shaft 3
11. What are arborists views on storage of equipment by shaft 3 – large oak
12. Will access to allotments on Stockheath lane be affected?
13. Where will access to compound at shaft 4 start and finish?
14. Can a picture be provided of kiosk at Corhampton Crescent
15. What are the mitigation works for where the spillway is?
16. What plans are in place to mitigate disruption in leigh park in regard to road, pavement closures and public transport disruption?
17. Why has the inlet pipe been changed from the control house to the reservoir?
18. How is the inlet pipe sealed to prevent movement?
19. Is the inlet pipe only a feed pipe?
20. Will there be multiple outlets along the length of the inlet pipe? #
21. What will the size and maturity of reinstated trees be?
22. At the Havant thicket site the new building ‘cross feed chamber’, what is its purpose and why is it coming with this application for 2pipes?
23. How long will Riders Lane be closed?
24. At shaft 5 – why is there a need for a shaft as the angle is not great?
25. How long will the footpath be closed, and bus stop relocated for at Purbrook Way?
26. Is the biodiversity net gain improved in percentage terms on and offsite?
27. How will Portsmouth water enforce workforce traffic mitigations? i.e. car share etc.
28. Are there mitigations for loss of grass land at the cross-feed chamber?
29. What is the transport route plan for equipment and access to sites?
30. What alternative routes and shaft locations were considered?
31. Why is the size of the outline above ground kiosk so large including the 4m wide access road
