Councillor Lind declared that although he was a member of the Bench Theatre based at The Spring Arts & Heritage Centre, which would be within close proximity to McCormack House (agenda item 3(a)), he did not have a conclusive view regarding agenda item 3(a) and would approach the application with an open mind.

Proposal: Change of use from office use (Class E) to education use (Class F1) and associated external alterations to the building and its curtilage, including provision of a multi-use games area (MUGA) and new fencing.

Minutes Proposal:      Change of use from office use (Class E) to education use (Class F1) and associated external alterations to the building and its curtilage, including provision of a multi-use games area (MUGA) and new fencing.

The site was viewed at the request of the Executive Head of Place.

The Working Party received a report by the Executive Head of Place.

The Working Party was accompanied by the Site Manager, who was available to answer any factual or technical questions.

The Working Party viewed the site, the subject of the application, to assess whether there were any additional matters that should be considered by the Planning Committee.

RESOLVED that, based on the site inspection and information available at the time, the following additional information be provided to the Planning Committee:

(a)         Surfacing materials to be used for the site’s private car parking area.
3 .2 APP/24/00606 - 8 Downley Road, Havant, PO9 2JD
Proposal: Demolition of existing buildings and redevelopment of the industrial site comprising of a single industrial building, split into three units having a flexible set of mixed industrial uses. This includes use classes E(g) (iii), B2 and B8 along with ancillary offices, car parking, yard areas, soft landscaping and associated infrastructure.

RESOLVED that, based on the site inspection and information available at the time, the following additional information be provided to the Planning Committee:

(a)        The size and maturity of trees to be planted on site as set out in the landscaping plan.

(b)        Update from Hampshire County Council regarding off-site signage provision.

(c)        The reason why the number of solar panels were limited to what was shown on the application plans.

(d)        The height of the proposed building in contrast to the building on the adjoining site to the north of the site.

(e)        Whether there would be any lighting to the rear of the building.
