Proposal: Application under Section 73 of the Town and Country Planning Act 1990 in respect of Conditions 2 and 3 of the Hybrid permission planning reference APP/20/00990 dated 15th October 2021 for proposed changes to the size and alignment of the main reservoir embankment.

Proposal: Application under Section 73 of the Town and Country Planning Act 1990 in respect of Conditions 2 and 3 of the Hybrid permission planning reference APP/20/00990 dated 15th October 2021 for proposed changes to the size and alignment of the main reservoir embankment.
The site was viewed at the request of the Executive Head of Place.
The Working Party received a report by the Executive Head of Place.
The Working Party was accompanied around the site by the applicant’s agent and representatives of the applicant, who were available to answer any factual or technical questions.
The Working Party viewed the site, the subject of the application, to assess whether there were any additional matters that should be considered by the Planning Committee.
In addition to viewing the application site, the Working Party also viewed the site from the Swanmore Road Compound.
RESOLVED that, based on the site inspection and information available at the time, the following additional information be provided to the Planning Committee:
(a) the reasons behind the change to the angle of the embankment slope;
(b) how the change in angle will affect the engineering capabilities of building the control house and how much of it will be visible;
(c) clarification on why the maximum capacity of the reservoir remains unchanged despite the changes to the reservoir’s embankment;
(d) what other options were considered in respect of the relocation of the valve tower, and reasons why these were dismissed; and
(e) further details regarding the respective risk assessments and mitigations relating to the original siting of the tower, and the now proposed site in the water.
