“APP/24/00816 – Havant Thicket, adjacent to Sir George Staunton Country Park, Middle Park Way, Havant
Proposal: Application for approval of all Reserved Matters (siting, scale, external appearance and landscaping) relating to Phase 2 (Wetland) of the Thicket Reservoir development pursuant to condition 2 of the Hybrid permission planning reference APP/20/00990 dated 15th October 2021.
The site view was requested by the Executive Head of Place.
The purpose of the visit was to assess whether there were any additional matters that should be considered by the Planning Committee.
The Working Party visited the office located in the application site, where the representatives of the Portsmouth Water Company pointed out the main aspects of the works in progress from a distance.
The Working Party also received a general presentation from Portsmouth Water relating to the background to the Reservoir project, its planning history, and current and future planning applications relating to the project.
RESOLVED that, based on the information provided during the site visit, no additional information be provided to the Planning Committee.”

Proposal: Application for approval of all Reserved Matters (siting, scale, external appearance and landscaping) relating to Phase 2 (Wetland) of the Thicket Reservoir development pursuant to condition 2 of the Hybrid permission planning reference APP/20/00990 dated 15th October 2021.
The Committee considered the written report and recommendation from the Head of Planning to grant reserved matters approval.
The Committee received supplementary information, circulated prior to the
meeting, which included:
1. Written deputations submitted by Ms Viney, Councillor Rason, Councillor Gray and the applicant’s agent.
2. an update sheet which included an officers’ briefing presentation and information regarding East Hampshire District Council’s decision on the Havant Thicket Reservoir Reserved Matters application pertaingin to their administrative area (reference 51680/008).
The Committee was addressed by:
1. Ms Viney, who reiterated the issues set out in the written deputation submitted.
In response to questions from members of the Committee, Mr Viney stated that:
· Experts had felt that some minor ground manipulation would be valuable, whereby islands and channels around the island could be created.
2. Councillor Gray who reiterated the issues set out in the written deputation submitted.
3. Councillor Rason who reiterated the issues set out in the written deputation submitted.
4. Mr Hanson and Mr Turner, the applicant and the applicant’s agent, who reiterated the issues set out in the written deputation submitted.
In response to questions from members of the Committee, Mr Hanson and Mr Turner stated that:
· Benching formed part of the submitted proposals.
· Geogrips were used as a material to add stability to the islands and ensure its longevity.
· The mounds located in the site would not be located on areas designated as wet grassland and would help reduce predation in certain locations.
· Ecological experts of Havant Borough Council had raised no objection regarding the mounds located in the site.
· The technical note had asked for local ground manipulation, which had been carried out.
· The landforms would add to the habitat complexity within the site.
· The landscape ecology management plan had set out a maintenance regime for the wetland to ensure the wetland achieves its objectives in the long term.
· Public consultees had formed part of the design process; however specialist advice also had to be taken into account in, which would ultimately inform the design of the wetland.
· The raised landforms and fencing would offer animals in the wetland some protections from their predators.
· The water depths around the island would range between 0.6 to 1.4 metres.
· The natural topography of the ground had dictated the design of the island features.
· The orientation of bird hides would be finalised as a condition.
The officers commented on the issues raised by public speakers and in the written submissions as follows:
· Havant could only grant or refuse that part of the reserved matters application that fell within Havant’s boundary.
· East Hampshire District Council had granted reserved matters approval through delegated powers for the parts of the Wetland which fells within their boundary.
· The design of the wetland had evolved as more detailed information had become available.
· Members of the Committee should consider whether the current scheme meets the fixed parameters, and whether the scheme would be acceptable.
· Officers considered the scheme, taken as a whole, to be acceptable in planning terms.
· The plastic membrane material choice was not itself an objectionable material choice.
· The majority of grassland lost within the site was not considered to be priority wet grassland. This would be compensated by the woodlands in the north of the site.
· The design driver behind the wetland was not primarily to compensate for the negative impacts towards bird species.
· The prime area of wet grassland creation would be in compartment 0, which is in the far east of the site.
· The area of the mound would stretch between the open water habitat, grasslands and the woodland.
In response to questions from members of the Committee, officers stated that:
a. members should consider whether the proposal would be considered acceptable.
b. The applicant and the landowner would be responsible for maintaining the site.
c. Havant Borough Council did not have to affect the East Hampshire District Council application which fell outside of its boundary; the decision by East Hampshire to grant reserved matters approval was a material consideration.
d. The mounds were not considered to be ecological objectionable.
e. Condition 28 of the original permission, referred to in the report, have mentioned a landscaping condition for the site.
The Committee discussed the application in detail together with the views raised by deputees.
The Committee considered the mounds located in the site, their purposes and locations, the area of the site which Havant Borough Council can consider in this application, and the needs of the residents in the future.
RESOLVED that application APP/24/00186 be granted permission subject to the following conditions (subject to such changes and/or additions that the Head of Planning considers necessary to impose prior to the issuing of the decision):
Conditions:
1. Details of Bird Hides and Means of Access
Prior to the first filling of the Wetland, details of the bird hides (including design, orientation, materials and screening) and means of access, barriers and screens, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details and retained thereafter.
Reason: In the interests of biodiversity, visitor amenity and safety and protection of new and existing habitats in accordance with the National Planning Policy Framework (2023) and Havant Borough Local Plan (Core Strategy) Policies CS11 and DM8.
2. Approved Drawings
The development hereby permitted shall be carried out in accordance with the following approved plans and particulars:
