Development Management - Enforcement Update
To consider the report of the Development Management and Building Control Contract Manager, which provides an update on a number of current planning enforcement cases.

Minutes
The Sub-Committee received an update concerning incoming service requests referred to the Enforcement Team to investigate and performance in relation to cases closed, number of Planning Contravention Notices and Enforcement Notices issued.
The Planning Enforcement Team Leader gave an update on a range of cases, as set out in Appendix 2 to the report concerning:
· Land south of Beechcroft, Hares Farm, Pickaxe Lane, South Warnborough – update on court hearing and appeal decision against enforcement notice.
· Chapel Bungalow, Potbridge Road, Odiham – The Sub-Committee requested Officers to provide an update on this case when further information on progress was available.
A request was also made that, in future, the notable cases update report should show the date the Council first received the referral for investigation
· Big Meadow, Wingate Lane, Long Sutton – Negotiations were in progress to achieve a satisfactory outcome for all parties involved. A resolution of the issue would require a Deed of Variation to the Section 106 and a new planning application.
· Land at Five Acres, Broad Oak, Odiham
· Land to the north of London Road, Hook – Discussions were planned with Ward Members and with the developer to address non-compliance and safety concerns.
· Swallow Cottage, Rye Common, Odiham
· Suitable Alternative Natural Green Space (SANG) at Moulsham Meadows, Forest Park, Yateley – It was confirmed that the transfer of the SANG land had be completed with the receipt of funds from Bellway Homes. The Sub-Committee commented that this case could now be removed from the case updates list.
· Hatchwood Place (De Montford Place), Odiham – The Sub-Committee was advised that ongoing negotiations were taking place regarding payment to the Parish Council to adopt the site. It was understood that the developer favoured the option of a management company. It was noted that a Deed of Variation to the legal agreement would be required.
· Lane north of Winchfield Court, Pale Lane, Elvetham
· Granary Court, South Warnborough – The Sub-Committee suggested contacting County Councillor Glen regarding the highways issues of this case.
· 21 Elvetham Bridge, Fleet
· Nyasaland, Crondall Road, Crookham Village – The Enforcement Team had received confirmation that the mobile home would be removed from the site by the end of August 2025. Discussions were ongoing regarding the hoardings and the clearance of the barn.
Cllr Makepeace-Browne requested an update from the Enforcement Team for the Parish Council with wording that could shared with local residents on this case.
· Vantage House, Meridian Office Park, Osborn Way, Hook
During a general discussion, the following points were raised by Members:
· Cllr Worlock drew attention to the warehouse development at Bartley Way, Hook and the temporary site fencing still in place despite the site starting to be occupied, with the feet to fencing protruding onto the pavement and vegetation requiring cutting back, making it difficult to pass on the pavement.
· The Enforcement Team Leader undertook to report back to Cllr Makepeace-Browne with an update on the fly-tipping project being undertaken by a member of the Planning/Enforcement Team.
· Cllr Worlock referred to an issue where a resident had erected solar-lit signage on a bollard on a highway grass verge at Wild Herons, Hook causing a distraction to motorists (and also not on the resident’s property) – Cllr Worlock undertook to send a photograph of this to the Enforcement Team.
