Minutes of the Previous Meeting
To confirm the Minutes of the meeting held on 19 March 2025 and sign them as a correct record.

Minutes
The minutes of the meeting held on 19 March 2025 were confirmed and signed as a correct record.
Proposed by: Cllr Cockarill; seconded by Cllr Worlock; unanimously agreed by those present at the March meeting.
In matters arising from the minutes, a question was asked about an update regarding the request at the previous meeting for Officers to investigate the appropriateness of securing bonds to ensure compliance with various requirements in relation to all planning application types. The Committee was advised that it was hoped to provide a verbal update at the next meeting.
Proposed by: Cllr Cockarill; seconded by Cllr Worlock; unanimously agreed by those present at the March meeting.

The development management report from the Executive Director – Place was considered and the updates via the addendum paper were accepted by the Committee.
73.1 Tree Preservation Order ORD/24/0006 – 6 Brook Cottages, Firgrove Road, Yateley
The Tree Consultant summarised the report concerning the confirmation of a Tree Preservation Order following objections to the Order.
Members questioned the Tree Consultant in connection with:
· The existing protection of the trees as they were within a Conservation Area
· The reasons for the Tree Preservation Order
· The difference in the protection of the trees within a Conservation Area and Tree Preservation Order
· The sequence and timeline of events surrounding the serving of the Tree Preservation Order
Ms Stark addressed the Committee, speaking against the Tree Preservation Order.
Members questioned Ms Stark concerning:
· Contact from the Council regarding the Section 211 notification to fell one of the oak trees and the serving of the Tree Preservation Order
· Whether access to the property had been requested to view the base of the trees
· The proximity of the trees to the roofs of 6 Brook Cottages and an adjoining property
· The advice received from an independent tree surgeon on the trees
Members discussed:
· Why the Tree Preservation Order was necessary to protect the trees
· That the Tree Preservation Order was as a result of the owners submitting a notification to fell a single oak tree at the front of a group of four
· The options available to the property owners going forward regarding any necessary works to the trees
· The need for ongoing collaborative working between the property owners and the Tree Consultant to investigate the health and safety of the trees, including the submission by the property owners of an independent, professional report to justify why the tree should be felled
· The Committee recognised the conscientious and constant care given by the current property owners to the trees, and collaborative working with the Council
The recommendation to confirm the Tree Preservation Order without modification was proposed by Cllr Cockarill and seconded by Cllr Oliver.
A recorded vote was taken:
For: Cllrs Collins, Makepeace-Browne, Oliver, Wildsmith, Worlock (5)
Against: Cllrs Cockarill, Dorn, Quarterman, Southern (4)

Decision:
The Development Management Committee resolved to confirm the Tree Preservation Order without modification.
73.2 25/00288/S106 – Oakfield Farm, Taplins Farm Lane, Winchfield, Hook
The Senior Planner summarised the application and drew the Committee’s attention to the update in the addendum paper to discharge a Section 106 legal agreement relating to the planning application, referenced 00/00730/FUL.
The Committee was advised that the applicant would be required to enter into a Deed of Discharge with the Council to remove the Section 106 legal agreement.
The recommendation (as updated in the addendum paper) was moved by Cllr Cockarill and seconded by Cllr Makepeace-Browne.
A vote was taken by a show of hands and the recommendation was unanimously approved.
Decision:
Subject to the applicants first entering into a Deed of Discharge within six months of the date of the Committee meeting, the Development Management Committee resolved that approval be given to the delegation of authority to the Executive Director – Place to approve the application.
