1 Election of Chairman
To elect a Chairman from amongst the Councillors of the District.
Minutes Councillor Wildsmith gave a summary of his enjoyable year as Chairman, highlighting successful visits to schools across the district.

Councillor Smith was proposed as Chairman for 2024/25 by Councillor Crampton and seconded by Councillor Neighbour.

Voting by a show of hand was unanimous.

DECISION

That Councillor Smith be elected Chairman of the Council for the municipal year 2024/25.

Cllr Smith proposed a vote of thanks for Cllr Wildsmith, congratulating him on his work as Chairman during 2023/24 and presenting him with his past Chairman’s badge.
2 Election of Vice Chairman
To elect a Vice Chairman from amongst the Councillors of the District.
Minutes Councillor Dorn was proposed by Councillor Radley and seconded by Councillor Neighbour.

Voting by a show of hands was unanimous.

DECISION

That Councillor Dorn be elected Vice Chairman of the Council for the municipal year 2024/25.
3 Minutes of Previous Meeting
To confirm the Minutes of the Council Meeting held on 25 April 2024.

6 Chairman and Chief Executive's Announcements
To receive any announcements from the Chairman and/or Chief Executive.
Minutes The Chairman welcomed the new Members and returning Members to the Council.

The Chief Executive thanked Members for feedback received regarding the Election count. It was confirmed Hart was ready for the upcoming General Election reminding Members that only 6 weeks’ notice would be provided. Neither new postal vote rules nor voting ID rules caused any significant problems and the Police Crime Commissioner count had been successfully conducted. Members were praised for their support and the Election Team were congratulated on a successful election.

To confirm membership of the Standards Committee for the municipal year 2024/25

DECISION:

That the membership of the Committees be agreed as above.
9 Election of Chairman of Committees
The Chairman of the Council will take nominations for Chairman of each Committee.

*Note:

i.        Standards Committee will elect its own Chairman at its first meeting.

ii.        A councillor may not hold the office of Chairman or Vice Chairman of the Council, or be Chairman of any committee of the Council, for more than three consecutive years without the consent of the Council.

iii.        The Chairman and Vice Chairman of the Council shall not be eligible for election as Chairman of any standing committee but shall be eligible for election as Chairman of an ad-hoc Committee, Working Party or Sub Committee.

iv.        The Committees will subsequently elect their respective Vice-Chairman at their first meeting.

10 Overview and Scrutiny Committee Annual Report 2023/24
To receive the Annual Report from the Overview and Scrutiny Committee 2023/24 which sets out its workings and makes recommendations for future work programmes.
Attachments:
Minutes The Chairman congratulated the 2023/24 Overview and Scrutiny Committee for their diligence and thanked Councillor Dorn for his excellent Chairmanship.

Members endorsed the work of the Overview and Scrutiny Committee and the recommendations for future work programmes and amended working methods.

DECISION

Council endorsed the recommendations contained within the report and that they were to be passed on to the new Committee.
11 Appointment of Independent Persons
To advise that the Council is advertising to seek to appoint two Independent Persons for a three year term.

In the meantime, Council to agree that the Monitoring Officer is to be authorised to approach adjoining Authorities with a view to sharing their Independent Persons for an interim period.
