Summary of Powers - Complaints Procedure
To receive a report outlining the powers of the Police and Crime Panel Complaints Sub-Committee in relation to non-criminal complaints made against the Police and Crime Commissioner.

Governance - Report on Use of Delegated Authority by the Monitoring Officer
To report to the Sub-Committee any occasion upon which the Monitoring Officer, in accordance with their delegated authority, has taken the decision to not record a complaint or to disapply the informal resolution procedure in respect of a complaint, or part thereof, since the last meeting of the Sub-Committee.

The Sub-Committee received an update on complaints whereby the Monitoring Officer had used delegated powers to disapply or not record the informal complaints procedure (item 5 in the minute book).

To Review Complaints Made Against the Police and Crime Commissioner for Hampshire and the Isle of Wight
To consider two similar complaints received against the H&IoW PCC.

The Sub-Committee considered two complaints with regards to a statement made by the Police and Crime Commissioner on 13 March 2025. (item 6 in the minute book).
Members welcomed the letter submitted by the Chief Executive Officer (CEO), which accompanied the report and whilst the letter had not been requested or expected, the Sub-Committee thanked the CEO for the pragmatic and proactive approach to dealing with the complaints.
When looking at the complaints, Members agreed that the statement that had been made by the Police and Crime Commissioner was factual and the Mayoral role was something that would impact the role of the Police and Crime Commissioner during the current term.
In considering the complaints and the statement provided by the Chief Executive Officer, the Sub-Committee agreed that despite there not being a breach of the Code of Conduct, the matters had been resolved in any event prior to the meeting.

a) The Sub-Committee noted the report and appendices
b) The Sub-Committee agreed that the complaints had been resolved following the retraction of elements of the statement made on 13 March and no further action was required.
