1 Apologies for Absence

· Councillor Pankhurst, Councillor Parker-Jones was present as the Independent Group deputy.
2 Declarations of Interest
All Members who believe they have a Disclosable Pecuniary Interest in any matter to be considered at the meeting must declare that interest and, having regard to Part 3 Paragraph 1.5 of the County Council's Members’ Code of Conduct, leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with Paragraph 1.6 of the Code. Furthermore all Members with a Personal Interest in a matter being considered at the meeting should consider, having regard to Part 5, Paragraph 4 of the Code, whether such interest should be declared, and having regard to Part 5, Paragraph 5 of the Code, consider whether it is appropriate to leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with the Code.

3 Minutes of Previous Meeting
To confirm the minutes of the previous meeting.
Minutes The minutes of the last meeting were reviewed and agreed.
4 Deputations
Deputations are taken at the relevant item in which they apply.
Minutes It was confirmed that four deputations had been received for item 6 on the agenda, and one had been received for item 7. In addition, a County Councillor had registered to speak on each item. The Chairman confirmed that these would be heard during each relevant item and that each deputation had up to ten minutes to speak in accordance with Standing Orders.
5 Chairman's Announcements
To receive any announcements the Chairman may wish to make.
Minutes The Chairman noted that recruitment was currently being undertaken in the County Councils planning department for graduates, following grant funding via the Pathways to Planning scheme, Hopeful that a new graduate will start in September 2025.
6 Crabwood, Dog Walking Facility
To consider a report from the Director of Universal Services regarding a proposed change of use of land east of Lanham Lane from agricultural land to a dog walking facility (Sui Generis Use Class) at Crabwood, Sarum Road, Winchester, Hampshire SO22 5QS (No. 24/02682/HCM) WRG046.

The Committee received a report from the Director of Universal Services related to a change of use of land east of Lanham lame from agricultural land to a dog walking facility.

Officers summarised the report, sharing details of the location of the site alongside site plans, photos of the area and details of the fence and gates.

Deputations were received from Rachel Waldron, Matthew Rowe and Cllr Sam Culhane in opposition to the recommendation to the committee. A further deputation was received from the applicant, Jon Dyer-Slade/Paul Wright, in favour of the recommendation to the committee. Councillor Jan Warwick, whose division the application was in, spoke against the recommendation.

During questions to officers, it was clarified that the facilities and four spaces were accessible only with a booking code, but the remaining eight were always available. These spaces had been included to reduce the on-road parking at Lanham Lane. It was also noted that it was not for the committee to consider the business case, only the application put before them.

During debate, Councillor Quantrill proposed an extra planning condition in relation to car parking which was seconded by Councillor Crawford and agreed to form part of the recommendation as set out below:

‘Prior to commencement of the development hereby approved a revised car parking plan limiting the number of parking spaces to the 4 operational parking spaces for the dog walking facility shall be submitted to and approved in writing by the County Planning Authority.

The approved plan shall be implemented as approved for the duration of the development.’

Following a summary, the Chairman moved to the recommendation, which received unanimous approval.

RESOLVED:

That planning permission be GRANTED subject to the conditions listed in

Appendix A, as updated by the update report and the additional condition above.
7 North Whiteley Secondary School
To consider a report from the Director of Universal Services regarding a proposed new build 6 Form Entry (900 pupil), two and three-story purpose-built secondary school serving the emerging North Whiteley MDA to the north of the existing settlements of Whiteley and Swanwick at North Whiteley Secondary School, Dapperling Road, Whiteley (application number 24/02645/HCM) WRE064.

The Committee received a report from the Assistant Director of Waste & Environmental Services related to a new build 6 form entry secondary school in north Whiteley.

Officers summarised the report, sharing details of the location of the site alongside site plans and photos of the area.

One deputation was received from the applicants, Tim Burgess and John Cantwell, in favour of the recommendation to the committee. Councillor Wallace provided his view on aspects the committee should consider in relation to the application.

During questions to officers, it was clarified that the use of surrounding street parking had not been objected to by highways colleagues and that the heating system was in line with the standard set in the emerging Winchester City Local Plan.

During debate, it was noted that there were potential missed opportunities in relation to the accessibility of the buildings and the access to the site. There were also concerns in relation to the reduction in biodiversity identified and the heating system. However, on balance members noted that the application was not refusable.

Following a summary, the Chairman moved to the recommendation, which received unanimous approval.

RESOLVED:

That planning permission be GRANTED subject to the conditions listed in

Appendix A and a legal agreement to secure off-site sky lark compensation

habitat.
