Declarations of interest
All Members who believe they have a Disclosable Pecuniary Interest in any matter to be considered at the meeting must declare that interest and, having regard to Part 3 Paragraph 1.5 of the County Council's Members’ Code of Conduct, leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with Paragraph 1.6 of the Code. Furthermore all Members with a Personal Interest in a matter being considered at the meeting should consider, having regard to Part 5, Paragraph 4 of the Code, whether such interest should be declared, and having regard to Part 5, Paragraph 5 of the Code, consider whether it is appropriate to leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with the Code.

To consider a report from Director of Universal Services regarding an application to increase the stockpile heights from 4m to 7m to enable flexibility of waste operations at the site at Salvidge Farm, Bunny Lane, Timsbury, Hampshire, SO51 0PG.

Vary condition 12 attached to planning application 22/01323/CMAS to increase the stockpile heights from 4m to 7m to enable flexibility of waste operations at the site at Salvidge Farm, Bunny Lane, Timsbury Hampshire SO51 0PG (No. 23/02231/CMAS) TV066
The Committee received a report from the Director of Universal Services related to an application in respect of Salvidge Farm, Bunny Lane, Timsbury. Officers summarised the report and update report, sharing details of the location of the site alongside a site plan, photos and details of the consultation and representation received. The committee noted the key concerns in relation to the visual impact on the countryside and noise pollution.
Councillor Adams-King spoke in favour of the recommendation as the local County Councillor. Two deputations were received. The first from Bob Davies, Chairman of Michelmersh and Timsbury Parish Council in favour of the recommendation and the second from John Palmer, on behalf of the Applicant, against the recommendation to the committee.
During questions to officers it was clarified that the County Ecologist had no objection to the application.
Following a brief discussion the Chairman summarised what had been heard and moved to the recommendation, which was voted on with the following outcome:
Favour: 13
Against: 0
Abstentions: 0
(One member present was ineligible to vote in accordance to Part 4, Appendix B, Para 13.2 of the County Council’s Constitution).
RESOLVED
That planning permission be REFUSED for the reasons outlined below:
The proposal would result in unacceptable adverse landscape and visual amenity impacts and is not considered to be accordance with Policies 5 (Protection of the Countryside), 10 (Protecting public health, safety and amenity) and 13 (High quality design of minerals and waste developments) of the Hampshire Minerals and Waste Plan (2013) as well as Policies E1 (High quality development in the borough) and E3 (Protect, conserve and enhance landscape character) of the Test Valley Borough Council Local Plan (2016).
On the basis of the above reason, the proposal is considered to be contrary to Policy 1 (Sustainable minerals and waste development) of the Hampshire Minerals and Waste Plan (2013). Therefore, the proposal does not constitute a sustainable waste development.
