All Members who believe they have a Disclosable Pecuniary Interest in any matter to be considered at the meeting must declare that interest and, having regard to Part 3 Paragraph 1.5 of the County Council's Members’ Code of Conduct, leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with Paragraph 1.6 of the Code. Furthermore all Members with a Personal Interest in a matter being considered at the meeting should consider, having regard to Part 5, Paragraph 4 of the Code, whether such interest should be declared, and having regard to Part 5, Paragraph 5 of the Code, consider whether it is appropriate to leave the meeting while the matter is discussed, save for exercising any right to speak in accordance with the Code.

Hampshire Community Safety Strategy Group
To consider a report of the Director of Public Health updating Members on the Hampshire Community Safety Strategy Group and receive a presentation by HCSSG offender management partners on national and local measures and partnership working arrangements to manage the prison population.

Minutes
The Committee considered a report of the Director of Public Health providing an update on the work of the Hampshire Community Safety Strategy Group (HCSSG) during 2024. The report was also accompanied by a presentation from the Head of Probation Delivery Unit, South Central Probation Region on national and local measures and partnership working arrangements to manage the prison population. (Item 6 in the Minute Book).
It was heard that the HCSSG continued to focus on the four strategic priorities agreed in December 2021, namely: exploitation, serious violence and drug related harm through organised crime; intimidation violence and abuse of women and girls; hate related offences and violent extremism and promoting community wellbeing and cohesion
Members noted that the report demonstrated continued progress in the work of the Group in providing assurance around effective collaborative arrangements to address the strategic priorities, and in supporting effective links between the respective partnerships to promote whole systems working and efficient use of resources.
During discussion, a number of questions were answered, including:
· The four HCSSG priorities listed in the report were reviewed every five years
· The proposed Tobacco and Vapes Bill would be more stringent around vapes
· The Prevent Partnership recently ran hate crime awareness sessions in Hampshire schools which had been over subscribed
· In July this year, the Lord Chancellor announced plans for changes to standard determinate sentences (SDS) designed to significantly reduce the pressure across the criminal justice system. This reduced the percentage of time certain prisoners serving a SDS must spend in custody from 50% to 40%, resulting in 24 releases across Hampshire in September and 7 releases in October.
The Head of the Probation Delivery Unit commended the work of the wider Partnership for helping with the release of individuals from prison.
RESOLVED:
That the Select Committee notes the progress on the work of the Hampshire Community Safety Strategy Group (HCSSG), including the role in providing
oversight and assurance of collaborative arrangements at the Hampshire
county-level to address community safety priorities.

Climate Change Annual Report
To consider a report of the Director of Hampshire 2050 on the progress that has been made from July 2023 – July 2024 on Climate Change.

Minutes
The Committee considered a report of the Director of Hampshire 2050 (Item 7 in the Minute Book) giving an update on progress made on Climate Change over the last 12 months and for the Committee to pre-scrutinise ahead of its submission to Cabinet on 10 December 2024.
Members highlighted that there were many aspects of climate change that local authorities needed support with and reflected that there was no statutory duty or funding for Local Government to oversee and coordinate climate change ambitions at a local level. It was agreed that following the budget statement in October and the outcomes of COP29 in late November, a letter would be drafted for Government, setting out the important role Local Government has in enabling and delivering the UK’s ambitious net zero targets. It was agreed that the Executive Member for Climate Change, Councillor Zoe Huggins would lead this area of work, in consultation with the Chairman of this Select Committee.
During discussion, it was noted that the County Council’s own emissions were already reported on, including projection to 2050 and that this was included within the annual report and reported on our webpages. For area-wide emissions it was acknowledged that this was significantly more complex
and would be better progressed at sector level (e.g. transport and waste) where there were national advances underway and where the Council had a significant role to play. It was agreed that further discussion would take place between the Executive Member for Climate Change and members of this Select Committee to agree appropriate next steps for reporting.
Members raised concerns regarding the grid capacity in relation to barriers to the delivery of renewable energy both as standalone schemes (e.g. Community energy/solar farms) and in relation to low carbon technology on new homes (air source heat pumps). It was acknowledged that the County Council had a critical strategic role to play in engaging with energy providers and other key stakeholders to ensure that Hampshire’s future energy requirements were being considered.
Several areas were raised which fell within the remit of other Select Committees or forums such as flooding and land use. Through the Chairman, the Executive Member for Climate Change agreed to have further discussions on how best to progress these areas.
It was agreed that the Chairman would write to Cabinet detailing the above points.
