Minutes The Monitoring Officer to the Panel welcomed Members to the meeting.

Apologies were received from:

· Councillor Luigi Gregori (proposed additional local authority member from the Liberal Democrats)

Councillor David Podger was in attendance as the proposed deputy additional local authority member from the Liberal Democrats.
2 Declarations of Interest

3 Police and Crime Panel - Appointments and Co-option Report
To consider a report setting out the membership and proposed co-option of members to the Panel.
Minutes Members received a report from the Democratic Services Officer to the Panel detailing the membership of the Panel for the 2024/25 municipal year and the proposed appointment of local authority co-opted members.

Councillor Meenaghan read out a statement as follows: I have spoken to the Monitoring Officer to the Panel and can confirm that an email sent to Panel Members today has no status relevant to the committee and no standing. I make this declaration for the purpose of transparency, clarity and probity.

RESOLVED:

· That the Panel notes its Membership for the 2024/25 municipal year.

· That Councillor Luigi Gregori be appointed to the Hampshire and Isle of Wight Police and Crime Panel, as Local Authority Co-opted Member, and Councillor David Podger as Deputy Local Authority Co-opted Member, representing the Liberal Democrat Group.

· That Councillor Simon Minas-Bound and Councillor Gwen Robinson be appointed to the Hampshire and Isle of Wight Police and Crime Panel, as Local Authority Co-opted Members representing the Conservative Group.

· That the Panel notes the Panel Membership was, at the time of the meeting, politically proportionate for the purpose of the balanced appointment objective.
4 Election of Chairman
To elect a Chairman of the Panel for the 2024/25 municipal year.
Minutes The process of electing a Chairman, as set out in the Panel Arrangements, was explained and it was noted that the appointment would be for a period of one year, until the annual meeting in 2025.

Councillor Tonia Craig proposed Councillor Vivian Achwal, and Councillor Alan Oliver proposed Councillor Karen Lucioni be elected Chairman.

Those nominated were invited to speak to their nominations.

Both nominations were put to the vote, with Councillor Karen Lucioni elected as Chair, by nine votes to six.

Councillor Karen Lucioni took the Chair.
5 Election of Vice-Chairman
To elect a Vice-Chairman of the Panel for the 2024/25 municipal year.
Minutes The Chair called for nominations for Vice Chair until the annual meeting in 2025.

Councillor Lesley Meenaghan proposed Councillor Phillip Davies, Councillor Karen Lucioni proposed Councillor Alan Oliver, and Councillor Christie Lambert proposed Councillor Becky Williams be elected Vice Chairman.

The nominations were put to the vote, with Councillor Oliver receiving one vote, and Councillor Davies and Councillor Williams each receiving eight votes. By Chairman’s casting vote Councillor Phillip Davies was elected as Vice Chairman.

8 Chairman's Announcements
To hear any announcements the Chairman may have for this meeting.
Minutes The Chair welcomed new members to the Panel and informed Members that the Democratic Services Officer was planning to arrange an induction/training event for all Panel Members to take place in September, details would be circulated by email.

The Chair thanked those Members who served on the Panel over the previous year who had not been reappointed.

The Chair offered her congratulations to the Police and Crime Commissioner on her re-election since the last meeting of the Panel.
9 Police and Crime Commissioner's Announcements
To hear any announcements the Commissioner may have for the Panel.

Minutes The Commissioner gave an overview of activity undertaken by her and her office since the last meeting of the Panel in March, through which it was highlighted that:

· There had been a focus on rural crime in March

· In April a retail consortium event had been held

· In May the PCC funded mental health coordinators to work alongside police in the control room

· In June the PCC attended a national meeting regarding prison space and launched the consultation regarding her new Police and Crime Plan

· In July the PCC funded 25 projects aimed at reducing antisocial behaviour and purchased a building in Petersfield to become a new police station

Following questions Members heard:

· A new Crime Bill was due to make assault against shop workers a specific offence, which was to be welcomed to support tackling abuse against shop workers

· Communities wishing to undertake speedwatch schemes could receive advice from existing successful schemes

· In her role as Chairman of the Association of Police and Crime Commissioners the PCC had already spoken to the new Secretary of State to highlight a number of priority issues including the fair funding gap in funding for police forces
10 Police and Crime Commissioner - Update on development of new Police and Crime Plan
To receive an update from the Police and Crime Commissioner regarding her intentions for her new Term of Office and the development of a new Police and Crime Plan.
Minutes It was noted that a consultation was ongoing at the time of the meeting regarding the Commissioners new Police and Crime Plan. It was reported that over 4,600 responses had been received to the consultation in the first four weeks, which equalled the total number of responses received in 2021.

RESOLVED:

The update on the development of the new Police and Crime Plan was noted.
11 Police and Crime Panel - Annual Report
To review the Panel’s draft Annual Report for the 2023/24 municipal year.
Minutes The Chair introduced the Panel’s draft annual report for the 2023/24 municipal year.?

RESOLVED:

That the Panel received and agreed the draft annual report.

That, following the meeting the final report would be published and circulated to all local authorities in the Hampshire and Isle of Wight Policing Area.
12 Police and Crime Panel - Annual Complaints Report
To consider an annual report setting out the activities of the delegated officer and the Complaints Sub-Committee in relation to complaints made against the Police and Crime Commissioner.
Minutes Members received a report from the Democratic Services Officer detailing the activities of the Complaints Sub-Committee between June 2023 and March 2024.

RESOLVED:

That the annual complaints report was noted.
13 Police and Crime Panel - Financial Monitoring leading to the 2025/26 Grant Budget Agreement
To consider a paper monitoring the Police and Crime Panel’s budget for 2023/24, in advance of agreeing the proposed budget for 2025/26.
Minutes Members received a report from the Finance Officer to the Panel which monitored the budget for 2024/25, in advance of agreeing the proposed budget for 2025/26.

RESOLVED:

The Panel:

Notes the final financial position for 2023/24. Notes the current performance against the budget for the financial year. Agrees the proposed budget for the Panel for 2025/26, subject to confirmation of the Government grant for 2025/26.
14 Police and Crime Panel - Legal Support to the Panel
To receive an update on the provision of legal support to the Panel.
Minutes The Panel received a report from the Democratic Services Officer to the Panel regarding the outcome of the re tender of the contract for providing legal support to the Panel.

RESOLVED:

The Panel note that following a procurement process, the contract for legal

support to the Hampshire & Isle of Wight Police and Crime Panel for April

2024 to March 2025 was awarded to Portsmouth City Council Legal Services.
15 Police and Crime Panel - Sub-Committee Appointments
To consider a report outlining proposed arrangements and membership for the Panel’s Sub-Committee.
Minutes Members received a report from the Democratic Services Officer to the Panel outlining proposed arrangements and membership for a Complaints Sub-Committee, to operate under the Panel.

Members were invited to express an interest in membership of the Sub-Committee. Nominations were received and agreed.

RESOLVED:

· That the Panel agrees the continuation of the Complaints Sub-Committee for the 2024/25 municipal year, in accordance with the Terms of Reference set out in appendix one of the report.

· That the Panel agrees the membership of the Complaints Sub-Committee for the 2024/25 municipal year as: Chairman Shirley Young, Councillor Achwal, Councillor Burton, Councillor Robinson and Councillor Williams.

· That the Panel notes that the agreed terms of reference for the Sub-Committee will be published on the Panel’s website following the meeting
16 Police and Crime Panel - Work Programme
To consider a report setting out the proposed future work programme for the Panel.
Attachments:
Minutes Members received a report from the Democratic Services Officer setting out the proposed work programme for the Panel for the 2024/25 municipal year. It was suggested that the Panel review the work programme once the new Police and Crime Plan had been published, to schedule future scrutiny of progress against the priorities in the Plan. It was proposed that the Panel consider the Commissioners draft Police and Crime Plan at the next meeting in October.

RESOLVED:

That the work programme was agreed.
