24/00353/FULL - CONSTRUCTION OF TWO-STOREY DETACHED DWELLINGHOUSE (CLASS C3) WITHIN SIDE GARDEN OF NO.19 WOOTTON ROAD WITH ASSOCIATED PARKING AND DROPPED KERB (Amended plans received 07.03.2025 & 25.03.2025)
19 Wootton Road Lee-On-The-Solent Hampshire PO13 9HA
Karen Tipper was invited to address the Board she advised that she was representing the applicant and that she wanted to address some issues that had been identified.
She advised that the process had begun in September 2023 and there had been ongoing discussion with planning officers to reach an appropriate outcome in a proactive and productive way.
The proposal was for a 2 storey dwelling utilising the existing site. There had been some queries over the blocking of light, but the proposal was well above the separation distances required.
It was accepted that parking was an emotive issue, but advised that amendments have been made to secure 2 spaces on the site for the proposed dwelling and one for the existing.
The Board was advised that the proposal was within the parameters of the Local Plan.
The Board sought clarification regarding an objection made concerning the clarification of the boundary line, and was advised that this was being resolved and had been identified in the report and a fence line had been established.
Members felt that the numbering of the road indicated that there was missing properties and that they had no issue with the proposed development.
RESOLVED: That application 24/00353/FULL be approved subject to mitigation being provided in respect of recreational disturbance in line with the Local Planning Authority's Habitat Regulations Assessment - Appropriate Assessment and subject to the conditions in the report of the Development Manager.
24/00382/FULL - ERECTION OF THREE SINGLE STOREY BUILDINGS, HOUSING GENERATORS AND ELECTRICAL PLANT AND SUB STATION, TOGETHER WITH THE CREATION OF GATED VEHICULAR ACCESS, FLOOD BARRIER, REPLACEMENT AND ADDITIONAL INTERNAL FENCING AND ASSOCIATED INFRASTRUCTURE. (Conservation Area
Immigration Removal Centre 2 Dolphin Way Gosport Hampshire PO12 2AW
The Board was advised that the application was for a substation to provide power to the site, and to provide a generator in the event of electricity failure. This was being undertaken to ensure the site remained secure and safe and that robust planning was in place. The proposal was situated on land referred to previously as Haslar Barracks and was adjacent to the site and fronted Fort Road.
Mark Jackson and Alan Tait were invited to address the Board. It was advised that Mark Jackson was the agent for the proposal and that Alan Tate was representing the Home Office.
The Board was advised that the IRC played a crucial role in the removal of individuals who had no right to be in the country and the site would help to increase the return rate.
The site would be safe, secure and sustainable with the appropriate facilities and services on site.
The proposal was in place to allow the conversion of the site to fully electric and would also be providing a flood protection scheme for the substation. The generator would be back up to the electric provision and would be tested monthly. The sites performance would be improved as it would remove the need for gas, and better fit the environmentally friendly aspirations of the site.
The site location was most appropriate as it was adjacent to the site and the height of the pitched roof would be 5.5m, slightly visible over the 5.2m fence.
Members sought clarification as to why the proposal had been in development for so long, but the need for the substation had only been identified now.
The Board was advised that as work had progressed on the site, different challenges had been identified, including asbestos and RAAC and that as a result options for the proposal had been reconsidered. The provision of a substation was therefore deemed to be the appropriate solution.
It was noted that development had been taking place for a significant amount of time at a considerable cost and that there was no given open date.
The Board was advised that the project was at RIBA 4 stage and that discussions were ongoing with the site supplier. They were currently commercially sensitive but it was hoped that an opening date would be available soon, at which point a public consultation event would take place.
RESOLVED: That application 24/00382/FULL be approved subject to the conditions in the report of the Development Manager.
