- Document Final Community Board report 5.12.24 27 Nov 2024
Minutes
Consideration was given to a report by the Head of Corporate Policy and Community Safety providing the Sub Board with Community Fund grant applications in order that members can determine grant awards.
i) Brockhurst Primary School
The applicant explained that due to a deficit budget there is no money for extra activities such as swimming and parents cannot afford to support this activity so many children leave school unable to swim and unable to afford to use public swimming baths.
The school have decided to hire a pop up pool for 3 weeks a year, and have an intensive programme of daily lessons for all pupils. With the schools premium and ongoing fundraising, the school can afford to pay for the hire of the pool which also covers the trained staff, heating, cover, lifesavers and health & safety.
The Community Grant would cover the installation of an external electric point, which as well as providing the supply for the pool could be used for other events such as summer fairs, firework events etc.
Members agreed to award £1,500.
ii) Brodrick Hall Management Committee
Members were advised that the application was to replace the main fire doors and energy efficient heaters as part of an ongoing maintenance programme which has already included rewiring, and will involve a suspended ceiling in the future.
The applicant explained that they had taken professional advice and the doors would meet fire regulations and be as close to the original as possible.
Members suggested that the suspended ceiling was installed before new heating to ensure the correct capacity radiators are used, and therefore would only award for the doors.
Members agreed to award £2,200
iii) BridgemaryRowner & Woodcott Community Association (BRWCA)
The applicant advised that the roof of the building was in need of repair as water from the leak starting to cause damage to the building.
The heating system was also in need of servicing, bleeding and repair, and Councillor Maynard their Member representative and helped to obtain a quote for that work.
Members heard that the building had recently been broken into and damage caused.
Members agreed to award £3,000
iv) Gosport & Fareham Inshore Rescue Service (GAFIRS)
The applicant advised that that they were piloting new Royal Lifesaving awards for cadets. This would provide another opportunity to educate the public about the work that is done at GAFIRS.
Members were advised that enough money had been raised to purchase a boat which would be driven and occupied by cadets and younger crew members for additional experience and skill development.. Patrols could be carried out at Stokes bay and lee on the Solent, and as the boat is a rescue RIB it could be called upon to help in flood situations.
The ongoing costs would be included in the operations budget and covered by current insurance and maintenance.
Members agreed to award £5,000
v) Gosport Woolly Warriors
The applicant advised that the crafty group was based at the museum and had recently been responsible for the knitted and crotched Christmas decorations in the High Street.
They have been approached by the organisers of the Marine Festival to provide displays for next year’s festival designed to help visitors discover all aspects of the displays and stalls.
A café in the High Street had offered to hold classes to teach how to knit and crochet and then help to create the displays.
Members were impressed by the well constructed application which clearly showed the costs and how the additional money will be raised.
Members agreed to award £920
vi) MHA Communities Hampshire South
The applicant explained that the charity supports the elderly by providing lunch clubs and activities including curling and cheerleading. Originally these clubs were funded by HCC, but that funding has now been pulled.
Members were advised that many of the attendees have been referred by doctors surgeries and other social subscribers, suggesting people who would benefit from getting out and meeting others.
Members advises the applicant that food cannot be funded, and accepted that the bulk of the costs were transport and entertainment.
Members agreed to award £2,700
vii) Haven Parish Church
Members were advised that this grant would fund courses enabling victims of domestic abuse, sexual abuse and violence to learn coping skills to help changes in outcomes and improve self-worth, which ultimately could break the chains of abuse and help them to raise happy children and help with healing.
The applicant explained that the need is overwhelming and there is a long waiting list for this type of help. The courses would be based on the SHINE model and can be tailored to women of Gosport. There would be collaboration with Stop Domestic Abuse and participants would need to be referred to ensure that what the course provides is suitable.
Members agreed to award £1,500
viii) Level Up Gosport
The applicant explained that the grant would fund an awards ceremony and Christmas party to recognise and reward all the young people that have been part of the organization.
Members advised the applicant to check that using funds in this way didn’t negate their charitable objectives.
Members agreed to award £2,000
ix) Level Up Gosport (WEXi)
The applicant agreed to withdraw this application and would discuss with Officers any future possible applications.
x) Suki Aerobic Gymnastics Club
The applicant explained that she was the Head Coach and had run the group for 20 years. They have 200 members from just walking through to adults. They hope to provide training in gymnastics up to judging level, and also life skills, including practical knowledge of first aid etc.
The current floor is at the end of its life and beyond further repair as it was bought second hand 15 years ago and is used all day every day by the gymnasts and also the ballet club. The new floor could be rented out to other clubs when Suki were out of the country.
Members were advised that a new floor would cost in the region of £21,000 and it was hoped to achieve that in 18 months with 50% of all fundraising going to the floor fund.
The Sub Board agreed to pledge a sum of £5,000 on the understanding that it would be the last £5k and not available if the rest was not raised.
Members suggested other ways that funds might be available and officers were asked to follow this up with the club.
Members agreed to award the final £5,000 of the £21,000 required.
xi) The Ritz at St Vincent
Members were advised that the cinema was still struggling to regain pre-covid audience levels, despite the previous grant from the Sub Board.
This grant would keep the group going until hopefully attendance figures have grown by the end of April due to a new marketing campaign. It gives the group a chance to grow the audience and keep running, and able to explore opportunities once the Criterion is up and running.
Members agreed to award £800

Minutes
Consideration was given to a report by the Head of Corporate Policy and Community Safety providing the Sub Board with Heritage Fund grant applications in order that members can determine grant awards.
i) Gosport and District Organ Club
The applicant explained the history of the organ to the sub board- built in 1934 and originally the cinema organ for the Gaumont Wood Green. The organ found its way to Thorngate Halls due to the intervention of Vera Cook in 1981. Of the three organs of the same spec built this is the only one that remains available to the public, and remains unchanged.
The members of the club meet once a month to play the organ and it is used to accompany the Ritz Silent Film nights and for the CAMRA Beer Week.
A staged plan for the works would have to be drawn up in consultation with the craftsman to ensure that the organ can still be played. Members were shown photos of the damage that needs addressing.
Officers agreed to help identify other sources of grant funding and the applicant explained that they would reapply to previous funding sources.
The Chairman suggested that GBC officers could help with promotion and publicity.
