4 | Chair's Announcements |
The Chair stated that he was pleased to see some great photos of tree planting at Fleming Park and Magpie Lane, and that it was nice to see pupils from Nightingale Primary School involved along with Councillors Mann and Bicknell.
The Chair was pleased to report that the community garden project was continuing to flourish, and he also advised people to look out for the newly dug wildflower beds across the Borough.
The Chair mentioned that the summer would see lots of changes to the town centre with murals, lights, planters and benches in an exciting project that he was looking forward to seeing the final transformation.
The Chair was pleased to report that work had begun on the refurbishment of the Town Centre Toilets, which were now closed until they were finished, and alternative provisions were in place in Eastleigh House and many local businesses. |
5 | Public Participation |
A local resident raised concerns that the air quality data was not being kept up to date. He questioned when it was last looked at and when the analyser was going to repaired.
The Chair stated that Officers would respond to him via email.
Another local resident mentioned the Lawn Road park improvements had come in substantially over budget. She wanted to know what lessons had been learned to ensure better value on park improvements in the future.
The Chair said that the improvements were not yet finished, but when they were, there would then be a lessons learned session and then they could report back to her. |

The Planning Manager gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Chickenhall Lane - Appendix 1 ELAC Planning Committee Updates 300322 Sustainable Transport Officer comments Chickenhall Lane ELAC 30th March 2022 summary of comments made by public and members final version Waste Management Service comments The Committee considered the report of the Executive Head of Planning & Economy (Agenda item 7) concerning the Land off Chickenhall Lane – HCC consultation for proposed material recycling facility. (Ref. CS/22/92463).
Councillors stated that whilst they were not against the general principal of recycling, this site was not currently suitable with all the points mentioned, and should the Chickenhall Lane link road be completed then it could be a different prospect.
RESOLVED -
That the Council responds to Hampshire County Council’s Consultation with an objection to the proposed material recycling facility for the reasons outlined in the Officers’ report, and further requests were made to Hampshire County Council for additional information to be included in the Council’s response, as per the comments made by members at the meeting (appended to the signed minutes).
Two members of the public spoke in objection to the consultation citing concerns, including but not limited to increased traffic in the area, further damage to air quality, increased HGV movements, no mention of Blaze in the consultation, pressure on current infrastructure, fire risks and proximity to the railway, airport and freeport if there was to be a fire. The Legal Services Manager reported:-
(a) that the following appeals had been lodged:-
143 Passfield Avenue, EASTLEIGH, SO50 9NH
Appeal against the Council’s refusal to grant planning permission for the erection of 1 no. 2-bedroom, single-storey Wheelchair User Dwelling (Category M4(3) Building Regulations, 2010) to the rear of 143-145 Passfield Avenue, Eastleigh, SO50 9NH, together with associated access from Passfield Avenue.
This was a delegated decision.
Land at Toynbee Road, Eastleigh, SO50 9DH Appeal against the Council’s non-determination in time for the Construction of 105 dwellings together with access from Toynbee Road, associated parking public open space and landscaping following the demolition of existing buildings (amended plans). This was a committee decision. (b) that the following appeals have been dismissed:-
103 Bournemouth Road, Chandler’s Ford, Eastleigh, SO53 3AE
Appeal against the Council’s refusal of planning permission for the demolition of existing commercial building and construction of a part three-storey and part two-storey block of flats comprising of 6 no. 2 bed units and 2 no. 1 bed units, with associated parking, landscaping and access from Bournemouth Road.
This was a committee decision.
