Presentation on Planning Guidelines
Minutes
The Principal Planner gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework.

The Committee considered the report of the Head of Development Management (Agenda item 7) concerning a construction of 12no. dwellings comprising of 9no. apartments and 3no. houses, with associated landscaping, parking, and access from Derby Road. (Ref: F/23/95574).
The Committee was advised that a consultation response had been received from Natural England, as reported at the committee.
The following Recorded Vote occurred:

AGAINST: Councillors Beer, Dedhia, Irish, Mann and Spencer
(FOR: 2 AGAINST: 5)
RESOLVED -
That permission be REFUSED for the following reason (wording agreed at the committee meeting):
The proposed three-storey block of flats fronting Chamberlayne Road would be out of keeping with the scale, form and appearance of the adjacent two-storey terraced housing and would result in an unacceptable impact on the amenities of neighbouring residents as a result of loss of privacy from overlooking. The development would be contrary to policy DM1 of the Eastleigh Borough Local Plan (2016-2036) and the Quality Places Supplementary Planning Document.
(Note: (1) Eight people spoke in objection to the development citing concerns, that included but were not limited to, insufficient parking, sewage issues, loss of privacy, not being in keeping with the area, over baring impact on neighbouring properties, negative quality of life and development being too high density. (2) The agent spoke in support of the application stating that the proposal meets planning policy and guidance, provides affordable housing, developer contributions and electric vehicle charging points. (3) Councillor Bicknell declared a pecuniary interest in this item and left the room)

The Pollution Control Officer gave a short presentation to the Committee.
Councillor Bicknell requested training be arranged on Air Quality for Councillors and the Air Quality Working Group be reinstated.
RESOLVED –
That the Eastleigh Local Area Committee noted:
(1) the update to the air quality measurements for Eastleigh in 2022; and
(2) progress made against the Air Quality Action Plan.
[Note: One person spoke and asked questions with regards to the data in the report. Concerns were raised over the accuracy of some of the data in the report.]
