Chair's Report

The Chair gave the following report:
“Paddling Pool improvements
If you have driven along Passfield Avenue in the last two weeks you may have noticed the arrival of large earth mounds around the paddling pool and play area. This is the second phase a wider series of improvements. The mounds, combined with new planting, soften the landscape and create natural play and seating areas. The next phase starts next week, with installation of a new starter skate/bike track, a new basketball hoop and D, the new waterproof lining of the pool itself and repairs to the tarmac and park fencing.
Once the mounds have settled over the summer, we will then install an exciting new large slide on the larger mound, similar to the one at Lawn Road, and new artist designed shading for paddling pool users. Do look out for the public consultation in early summer for the shading design as we are keen to hear your views.
Together We Make Eastleigh
The 24/25 phase of the project is drawing to a close. We have been working with our consultants, Hemmingway Design in partnership with The Town Council, Eastleigh BID and Hampshire County Council. Building on the successful stakeholder survey, we are now developing a series of documents, working towards a future Town Centre Action Plan. Key among these are a Vision Document that describes the key ways we wish to improve the town, alongside an Access Plan which includes an option for pedestrianisation and the public realm improvements this would enable - all with the view to making the town a more pleasant and vibrant place for all our visitors.

We have a packed programme of events over the spring and summer and here are just some of the some of highlights:

Proposed Traffic Regulation Orders for Eastleigh Car Parks

The Engineer introduced the report.
A discussion took place regarding the maximum waiting time at Falkland Road Car Park.
RESOLVED –
That a Traffic Regulation Order (TRO) was made, the effects of which are:
To introduce limited waiting restrictions (maximum limited waiting time of 2 hours) to enable turnover of parking within:
Falkland Road Off-Street Car Park
As advertised on 15 November 2024.
Please note that TRO’s were also proposed for the following:
a. Places Leisure Off-Street Car Park; to regulate existing waiting restriction
b. Upper Market Street Car Park; to prevent non-permit holders from occupying the car park during the day
c. Bandstand Court Car Park; to prevent non-permit holders from occupying the car park during the day
These were advertised on 15 November 2024; no objections were received and so the orders will come into force March 2025.

Financial Management Report

Consideration was given to a report of the Local Area Manager (Agenda item 7) that contained recommendations for expenditure from the Committee’s capital and revenue budget.
RESOLVED –
(1) £60,000 was allocated for the Fleming Park Paddling Pool re-lining from Developers’ Contributions;
(2) £40,000 was allocated for a new slide in the Fleming Park Play Area from Developers’ Contributions;
(3) Up to £18,700 was allocated to repair the culverted section of the Monks Brook tributary from North End Nature Park to Fleming Park from Developers’ Contributions;
(4) £3,700 was allocated for fencing repairs and hedge planting in North End Nature Park from Developers’ Contributions;
(5) £9,000 was allocated for a grant paid to the Eastleigh Youth and Community Trust to assist with flooding costs at Pavilion on the Park from the Revenue Reserve; and
(6) £10,000 was allocated to the litter bins reserve from Developers’ Contributions.
RESOLVED –
