5 Chair's report

The Chair gave the following report:

 

“Last week I attended the first Utilita Bowl operation group meeting of the season, with multiple agencies being represented. It was great to review the success and learning opportunities from last year and to input into the coning plan west end area during major events at the Utilita Bowl this year. We have a mid-season review meeting planned and a wash up meeting at the end of the cricket season to monitor the programme and performance of the Utilita Bowl. I believe we have seen a marked improvement in the Utilita Bowl being better neighbours with our residents in West end and I welcome continued communication to ensure disruption is kept to a minimum during events at the Utilita Bowl.

 

On Thursday 13 March, Hampshire County Council are organising an information event for residents regarding plans for the Botley Bypass. The event runs from 4.30pm – 7.30pm at Deer Park School; and the event organisers request you book a place for the event via the Hampshire County Council website.”

6 Presentation on Planning Guidelines

The Principal Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

7 Planning Application - Thorneydown Farm, Moorhill Road, West End, Southampton, SO30 3AY (Ref: X/21/92054) Thorneydown Farm committee report X.21.92054 (with amendments)

The Committee considered the report of the Service Director for Planning and Environment (Agenda item 7) concerning an application for the variation of condition 1 (approved drawings) and 8 (access & egress) of planning permission F/18/83908, to allow for use of Charles Watts Way entrance by coaches and buses on event days, and to amend golf course layout, landscaping and drainage proposals, including provision of pedestrian bridges (amended description) (to include variation to Legal Agreement).

Original application description: construction of golf course extension and its dual use for temporary, occasional car parking for major events (more than 15,000 capacity) for the Ageas Bowl between April and October for up to 1300 cars on approximately 12 occasions per annum. Associated landscaping, drainage, ecological enhancement, tree works and earthworks. (Ref: X/21/92054).

 

The Committee was advised of an update to Condition 24 to allow the final version of the Landscape Management Plan to be submitted. 

 

RESOLVED -

 

Delegate to Service Director for Planning and Environment in consultation with the Chair and Vice-chair to GRANT PERMISSION subject to completion of the supplementary legal agreement and subject to the following addition to Condition 6:

 

6.  The use of the development as a temporary car park for major events hereby permitted shall operate in accordance with a Transport Management Plan that has first been submitted to the Local Planning Authority at least 2 months prior to the event and approved in writing by the Local Planning Authority prior to the event taking place. The submitted details shall be broadly in accordance with the Visitor Management Plans as set out in section 4 of the Transport Assessment reference 70020725TR1, and must include the following provisions: 

 

·  Coach / bus access in and out of the site onto Charles Watts Way to be left turn in and out only, with traffic marshals and signage in place to prevent any other movements;

·  Only coach, bus and emergency vehicle movements permitted to use the Charles Watts Way access / egress (no car, taxi or minibus);

·  Traffic marshals to prioritise incoming movements and hold exiting vehicles on site as necessary; and

·  All bus and coach engines to be turned off whilst parked on site.

 

8 Proposed Traffic Regulation Orders for the car parks at Itchen Valley Country Park and Hedge End Station TRO IVCP

The Engineer introduced the report (Agenda Item 8).

 

RESOLVED –

 

(1)  Traffic Regulation Orders (TROs) were made, as advertised on 22 November 2024, at Itchen Valley County Park to;

 

a. Implemented charges for the parking of vehicles parking with a disabled person’s blue badge within the car park (charges to be the same tariffs as advertised for all users); and

 

b. Incorporated and regulated parking restrictions on the newly constructed car park to reflect the amended car parking layouts and changes to the parking control system.

 

(2)  The Local Area Committee also noted that the TRO previously proposed for Hedge End Train Station Car Park, as advertised on 20 December 2024, received no objections and so will come into force on or around 3 March 2025.

Appendix to Financial Management Report

The Committee considered the report of the Local Area Manager (Agenda Item 9) that contained recommendations for expenditure from the Committee’s capital and revenue budget.

 

An amendment was made to Recommendation 11.

 

RESOLVED –

 

That the Committee:

 

1.  approved the allocation of £47,000 from developer contributions to implement the Telegraph Woods enhancement project;

2.  approved the allocation of £11,500 from developer contributions to improve wildlife at Itchen Valley Country Park (IVCP);

3.  approved the allocation of £5,731 from developer contributions to West End Parish Council for a new fire exit door at the Old Fire Station;

4.  noted the allocation of £32,178 from developer contributions to Botley Parish for their kitchen project;

5.  retrospectively approved the expenditure of £1,111 from the revenue budget for repairs and new bins at the Midlands Estate, Torridge Gardens, Woodhouse Lane, and September Close;

6.  retrospectively approved the expenditure of £226 from the revenue budget for permanent repairs to a pothole on Eastleigh Borough Council (EBC) land near Freegrounds Avenue;

7.  approved the allocation of £5,160 from the Committee’s revenue budget for ten Hedge End, West End and Botley (HEWEB) youth grant applicants, as recommended by the HEWEB subgroup grants panel, as shown in Appendix 1;

8.  noted the expenditure of £45,392 from Developer Contributions to Botley Parish Council for the final payment for the Community Development Worker post;

9.  approved the allocation of £47,700 from developer contributions to repair and improve the footpath at Wildern Local Nature Reserve;

10.approved the allocation of £16,000 from developer contributions to West End Parish Council to replace the external fire exit steps at the Old Fire Station;

11.approved the allocation of £19,900 from developer contributions to install a new accessible play area at IVCP subject to consultation on and approval of the proposed design of the play area by the Chair, two HEWEB ward members and the Head of Green Spaces;

12.approved the HEWEB Local Area Action plan for 2025/2026 as shown in Appendix 2 for adoption and publication;

13.approved the proposed fees and charges for new dog exercise area at IVCP;

14.approved the allocation of £1,368 from the revenue budget to install dragons teeth at Hatch Farm;

15.noted the achievements in the local area supported by the Local Area Committee (LAC), highlighted in Appendix 3.
