Michael McGrath will present a portrait of his Great-Grandfather, Dr Daniel P McGrath who was Mayor of Eastleigh in 1955.

Consideration was given to the report of the Service Director – Governance and Support (Monitoring Officer) (item 9).
RESOLVED –
That Council:
(1) approved the proposed amendments to the Constitution as set out in Appendices 1-5; and
(2) delegated authority to the Service Director – Governance and Support (Monitoring Officer) to update the Constitution as necessary to reflect changes to staff job titles or to Part 7, Corporate Leadership Board Structure.

Consideration was given to the report of the Service Director – Governance and Support (Monitoring Officer) (item 10).
RESOLVED –
That Council:
(1) agreed the appointment of two Independent Persons; Ms Stephanie Duczak and Mr William Goh for a term of two and four years respectively;
(2) extended their appreciation and best wishes to Ms Elaine Burnell and Mr Chris Mardell for being the Council’s Independent Persons and for the support they provided the Monitoring Officer with Code of Conduct complaints; and
(3) agreed an amendment to the Council’s Constitution to allow the Administration Committee delegated authority to reappoint the Independent Person(s) or Independent (non-voting) Co-Opted Member(s) of Audit and Resources Committee for a term(s) of office of up to four years with the cumulative total terms of office not exceeding 10 years.

There were Councillors questions as set out in the Agenda, and supplementary questions were answered by the Leader and relevant Cabinet Members.
Councillor Craig requested that her response to Councillor Broomfield’s question regarding CCTV be placed on record in the minutes:
“The CCTV review project experienced some delays due to staffing changes, but the recent report presented for scrutiny at both the P&P; Committee and Cabinet followed a public consultation (via a Citizen Space portal, published in the media and through partner organisations). The consultation was also promoted to partner organisations and Parish Councils, which included Eastleigh BID and the police. With over 1,100 responses to the survey, the project board determined that funding should be sought for the provision of some new CCTV cameras, and the need for a revised control room, also supporting the parking service (with barrier-controlled car parks).
Meetings have now been arranged with two neighbouring authorities that have recently upgraded their CCTV systems and the current CCTV control room provider will meet with the Service Director for Neighbourhoods and Green Spaces this coming week, to discuss options for the service to not only explore efficiency savings but also support the potential for new cameras in the public realm and the upgraded parking systems to be installed in a number of car parks in Eastleigh.
During Quarter 3 and Quarter 4 of 2024/25, Parish Councils and partner organisations will be further consulted as our options become clearer on what systems and services can be provided to parishes.
The Chief Executive has contacted the PCC office, to actively prepare a bid for funding for the provision of public realm CCTV cameras. Should the bid be successful, the location of any new cameras to be determined by future engagement with the Local Area Committees and Parish Councils.”
