Member Training and Opportunities
Minutes
The Licensing Manager reminded councillors that best practice guidance states that councillors that sit on the Licensing Committee or Licensing Panel should attend training annually, although Eastleigh Borough Council’s constitution states that training is mandatory and should be attended every two years.
The Licensing Manager provided further training option suggestions that are available from the Institute of Licensing, Local Government Association, and private providers.
The Chair thanked the Licensing Manager and Senior Litigation Solicitor for Southampton City Council for the excellent training they had provided over the past few years.

The Chair asked the Licensing Manager to explain what the differences were between temporary and occasional use licences.
The Licensing Manager would look into the precise differences and circulate the answer to the Licensing Committee.
RESOLVED –
That the Licensing Committee:
(1) Considered the contents of the report and the proposed Statement of Licensing Principles; and
(2) Recommended to Council that it adopts the Statement of Licensing Principles with effect from 31 January 2025.

The Licensing Manager presented a summary of licensing panel hearings and activity between 1 February 2024 and 22 October 2024, (Agenda Item 7).
Licensing Panel Hearings since 1 February 2024
· 9 April 2024 - Barnfield Café and Field – New application, numerous representations from public – granted with amendments restricting sale of alcohol to between 10am and midnight, and any events not to exceed a capacity of 1,000 persons.
· 10 May 2024 – Tesco Express, Bournemouth Road – New application, 3 public representations – granted.
· 16 July 2024 – Sholing Football Club – New application, wanted for match days and other events, conditions agreed with Environmental Health restricting music to 11pm, 2 public represenations received – granted subject to agreed amendments restricting music to no later than 11pm, except Christmas and New Years even when it is restricted to 1am. Also condition on placing notices asking patrons to leave quietly and noise level monitoring.
· 19 September 2024 – Jaly Group -Variation to allow festival in Royal Victoria Country Park in September – representations from police and licensing authority - refused.

Complaints
There have been seven complaints, all Licensing Act, as follows:
· Complainant suffers from Bell’s Palsy and the Designated Premises Supervisor accused them of being on drugs – advice given.
· Allegation under 18s left to sell alcohol at venue, no evidence to support allegation – no further action.
· Enquiry about licensing hours of venue and noise management – no breach identified.
· Noise complaint relating to an event outside a licensed premises - advice given.
· Allegation of unlicensed sales form a residential address – no evidence to confirm letter of advice given.
· Report of abusive customers outside venue – passed to police.
· Allegation from barred member of club that full committee not in place – evidence seen that is not the case.
Information
· The Jaly concert application was very time consuming and took a lot of partnership engagement to ensure correct result at variation hearing.
· Attended Safety Advisory Group (SAG) match day inspection at Ageas Bowl. No concerns.
· Collection of annual fees – all collected and up to date at this time – 23November is key date, as anniversary for most venues for annual fees to be paid.
· Continued work with Eastleigh Football Club to improve offer there and SAG inspection carried out with only minor issues identified.
· Attended Utilita Bowl for SAG inspection during T20 international AIO.
· Carried out a number of licensing compliance visits, including pubs, betting venues, shops and takeaways. This resulted in guidance/advice given at several premises, but general compliance was good.
