Councillor Tidridge noted that there was an issue with the page numbering in the agenda.
It was confirmed that Recommendation of Statement of Licensing Policy 2024 to 2029 (Pages 9 - 44) should read Pages 9 – 41 and Eastleigh Borough Council/Southampton City Council - Partnership Update (Pages 45 - 46) should read Pages 43 – 44.
RESOLVED –
That the Licensing Committee considered the proposed Statement of Licensing Policy 2024 to 2029 and approved it for adoption by Council from 1 January 2024.

The Chair updated the Committee that there had been one panel hearing for Wagon Works in Eastleigh since the last meeting, which had been withdrawn at the last minute. |

Licensing Partnership Update October 23
The Licensing Manager informed the Committee that the negotiations for the EBC/SCC partnership contract were ongoing. He presented a summary of licensing activity between 5 June and 28 September 2023 (Agenda Item 7).

Gambling Act 2005 · Alcohol Licensed Premises Notification 1 · Small Society Lottery 4 Others · Eastleigh House to House Collection Licence 16 · Eastleigh Street Collection Permit 3 Complaints There had been three complaints, all Licensing Act, as follows: · On going noise issues in summer at venue, visited with Environmental Health to discuss with management. No further calls since visit. · Anon allegation of rule breaking and underage sales at club premises. No evidence to support this. · Failed to notify change of address of licence holder. Advised and fee collected. Information · Worked with Safety Advisory Group and attended Arctic Monkeys Concert at Ageas Bowl on 14th June 2023. · Attended Safety Advisory Group Match Day inspection at Ageas Bowl. No concerns. · Collection of annual fees – All collected and up to date at this time. · All Licensing Act applications now available online via website. · Worked with Eastleigh Football Club on a new premises licence fit for purpose. This includes a new area and the potential for minor music events. · Visited Sainsburys in the Town Centre with Rich Moody from Eastleigh Bid to discuss concerns with alcohol theft at the store. Follow up with National Licensing Manager. · Carried out a number of licensing compliance visits within the Town Centre in early June, including pubs, cinema, shops, bowling alley and takeaways. This resulted in guidance/advice given at several premises, but general compliance was good.
Councillor Tidridge requested that the modern slavery policy be discussed at a future meeting.
The Licensing Manager informed the Committee that there was work ongoing with the immigration service, police, and partner agencies to ensure that businesses in the area were trained on how to recognise and report any concerns.
The Chair confirmed that the modern slavery policy would be tabled at a future meeting, with the date to be agreed. |
