Minutes of Previous Meeting
RESOLVED -
That the Minutes of the meeting held on 26 September 2023 be confirmed and signed by the Chair as a correct record. |
4 | Public Participation |
A local resident shared their frustration regarding a recent interaction with the Council in relation to a strip of land by their house. There was a missed opportunity for the Council to interact with residents face to face which meant that residents didn’t understand how decisions were made. The resident also asked how views could be inputted into the Local Plan review?
The Chair thanked the resident for attending and recommended that they contact the local Councillor regarding the interaction and that Local Plan views could be shared via the online portal.
An Allbrook Parish Councillor shared his despair at the deteriorating bus service through Albrook. Stagecoach and Xela Bus ran services but they completely isolated vulnerable residents on Pitmore Road. There was also no service through Boyatt Wood for most of the day. There was also a lack of awareness locally.
The Chair was not aware of this and was concerned that vulnerable residents were being cut-off. The Committee could write to Hampshire County Council to share their concerns. |
5 | Chair's Report |
The Chair gave the following updates:
· Thanked the Asian Welfare and Cultural Association (AWCA) for providing a delicious curry for over 500 people at their community meal on 27 October 2023 before the heavens opened. · Thanked the Vice Chair of the Committee, Councillor Tanya Park, for representing ELAC at the remembrance events on Saturday and Sunday. There had been a fantastic turn out to remember all those who had served. · The Eastleigh Business Improvement District (BID) voted overwhelmingly in favour of continuing and he looked forward to working with them to promote Eastleigh and hosting fantastic events · Resurfacing and lining was now complete at the Bishopstoke Recreation Car Park; creating 7 new spaces. A new fast electric charging point was being installed along with rapid chargers at Lakeside and Places Leisure. These are in addition to existing chargers. |
6 | Presentation on Planning Guidelines |
The Senior Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

The Committee considered the report of the Service Director for Planning and Environment (Agenda item 7) concerning a two-storey rear extension with rooflights, and alterations to fenestration. (Ref: H/23/95208).
RESOLVED -
That permission be GRANTED subject to the conditions outlined in the report. |
8 | Financial Management Report |
Finance Management Report
Consideration was given to a report of the Local Area Manager (Agenda item 8) that contained recommendations for expenditure from the Committee’s capital and revenue budget.
RESOLVED –
That the Committee allocated:
(1) £38,000 for roller shutters for the Visitor Centre and car park improvement at Lakeside Country Park from an underspend with the Lakeside path and access ramp project; (2) £23,913.51 for bridge and bank repairs in Fleming Park from developers’ contributions; and (3) Up to £20,000 for path and drainage improvements at North Stoneham Park from the revenue reserve.

Fees and Charges Report
Appendix 1 - Fees and Charges 24-25 Consideration was given to a report of the Local Area Manager (Agenda item 9) that contained recommendations in relation to Fees and Charges.
The Committee were advised that the Cemetery Fees would be presented at the January meeting as they needed to be set at the same time as the Chandler’s Ford and Hiltingbury Local Area Committee.
RESOLVED –
That the Committee approve:
(1) the fees and charges set out in the Appendices A to C to come into effect between 1 January 2024 and 1 April 2024, as specified in Appendices A to C; and (2) the revised charges for the Eastleigh town centre car parks set out in Paragraph 8.0 to come into effect on 5 February 2024.
