RESOLVED -
That the Minutes of the meeting held on 1 March 2023 be confirmed and signed by the Chair as a correct record. |
5 | Chair's report |
The Chair welcomed Councillor Baker to the Chandler’s Ford and Hiltingbury committee and was sure that he would make a big impact in his role – he also mentioned that he himself stood and was elected in 1993.
The Chair congratulated Councillor Duguid, who was now in the Cabinet of the Borough Council and thanked him for the enormous effort he had made trying to ensure the return of the much needed bus service to the area.
The Chair also congratulated Councillor Pragnell, who was now Deputy Mayor of the Borough, and Councillor Attrill who was now Vice Chair of the Committee.
The Chair expressed the thanks of the Committee to ex-Borough Councillor, Tim Groves, for his contribution to the Local Area Committee, and stated that they looked forward to continuing to work with him in his role as County Councillor.
The Chair was pleased that he could now announce that they would soon see the return of the bus service between the area and Eastleigh Bus Station, and he had an anticipated launch date for the service of the 17 July 2023 as Hampshire County Council were in the process of finalising the details of the route and timetable, and these details would be released as soon as they were confirmed. |
6 | Report of the Local Area Manager |
Financial Report for CFH
Goodnews14June2023 Consideration was given to the report of the Local Area Manager (Agenda Item 6) that contained recommendations for expenditure from the Committee’s capital and revenue budget.
RESOLVED –
That the Committee: (1) Approved the allocation of £455 to install a dual waste bin at Monmouth Close; (2) Approved the allocation of £455 to install a dual waste bin at Flexford Nature Reserve; (3) Approved the allocation of £495 to install eleven dragons’ teeth at Ashdown Road to prevent verge parking; and (4) Noted the achievements in the local area supported by the LAC, highlighted in appendix 1.
(NOTES: One member of the public spoke in support of the dragons’ teeth ( Item 3). She stated she, and other residents, fully supported the dragons’ teeth that were due to be approved and hoped that it would reduce inconsiderate driving and parking in the area, and make it safer for both drivers and pedestrians.) |

RESOLVED –
(1) That all members of the Chandler’s Ford and Hiltingbury Local Area Committee be appointed to the Regulatory Panel to form a pool for all licensing appeals from which any three can be selected; (2) That Councillors, Attrill, Baker, and Broadhurst be appointed to Licensing Panels as appointed by full Council for the purposes of the Licensing Act 2003 or the Gambling Act 2005; (3) That the Chandler’s Ford and Hiltingbury Local Area Committee make appointments to the following Outside Bodies: i. Chandler’s Ford Community Association – Councillor Pragnell; ii. Hiltingbury Community Association –Councillor Duguid; iii. North Millers Dale Community Association – Mrs Pamela Holden-Brown. |
8 | Presentation on Planning Guidelines |
The Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Appealed against the Council’s refusal of planning permission for Proposed 5G telecoms installation: 15m street pole and 3 additional ancillary equipment cabinets and associated ancillary works.
This was a delegated decision.
