6 | Update on Panel Hearings Since Last Committee Meeting |
The Licensing Manager provided the following updates to the Committee:
Licensing Act There was no Annual Statistical return for 2021. The 2020 return showed Eastleigh Borough Council has 278 premises licences, 26 club premises certificates, only 45 of these do not have alcohol provision. 1809 personal licence holders are registered in Eastleigh Borough Council.
The following is a summary of the Licensing Act Hearings.
SHELL WAITROSE EASTLEIGH, MONKSBROOK FILLING STATION Variation to extend sale of alcohol and late night refreshments to cover 24 hours a day 7 days a week and to update conditions. No RA reps but reps from public. Decision – To grant the variation as applied for.
CHAMBERLAYNE ARMS Variation to open earlier to cater for breakfasts, extend hours on a Sunday by 30 minutes to 2330 and clarify conditions in relation to the garden and smoking area. Police and Eastleigh Borough Council agreed conditions after making reps, no other RA reps but there were reps from the public. Decision – To grant application subject to the conditions agreed with the police to be adopted.
HILTINGBURY STORES This was a confidential report.
Covid 19 had a significant impact on the hospitality trade. To assist, any premises adversely impacted by the measures that failed to pay their annual fee were not suspended and are only now being asked for payment of those fees and will suspend for non-payment.
Generally, there had been very few issues with licensed premises in the Borough over the last year. The hospitality trade was still recovering from the lockdowns and are experiencing issues recruiting experienced staff. Licensing officers are conducting compliance visits supporting premises to carry on their business responsibly.
Gambling Act There was nothing significant to report. The number of betting premises have fallen a little as a result of the general move to online gambling and the merging of some companies. This is in line with the rest of the UK. Currently there is one AGC, nine betting offices, one bingo club and one FEC.
New Contract Talks for the new contract was progressing. The LA03 and GA05 contracts were merged last time and have a separate agreement in place for taxis and other services. These are being brought together into one contract. They will be more in line with the LA03 and GA05 contract in that charges will be broadly based on the number of hours recorded against the specific activity. There is a base amount to cover the provision of the service including management. This should enable a more accurate calculation of the fees to be charged, especially for the taxi trades. The current contract applies a fixed amount regardless of the hours spent. This is due to be renewed in December 2021. |
