The Chair of Council, Councillor Tim Needham, delivered his inaugural speech:
“Fellow councillors, honoured guests, and friends,
It is with real pride and humility that I stand before you this morning as I accept the honour of becoming the Civic Mayor of the City of Doncaster.
To be asked to serve our city in this way is something I never expected, but it’s a responsibility I accept with a full heart and a strong sense of duty.
Doncaster is a city of character built on hard work, neighbourliness, and that unshakable Yorkshire spirit and at the heart of it all are communities like mine, like Armthorpe that show what it truly means to look after one another.
I am incredibly proud to come from Armthorpe. It shaped me, grounded me, and gave me my values. I know I follow in strong footsteps as I fondly remember a former Civic Mayor from Armthorpe, Harry Schofield, back in 1982–1983. He was ever-present during my teenage years, a real role model, someone who quietly made a difference, and who never forgot where he came from.
To now step into the same role Harry once held as someone from the same village means the world to me. I will do my very best to carry that legacy forward.
I am mindful too that this is a role with deep roots. Doncaster’s first recorded Mayor was Thomas Pigborne, in 1493. That is over 530 years of civic tradition and I’m proud to be the latest in that long and meaningful line.
I want to thank Julie Grace, our outgoing Civic Mayor, for her dedication and service over the past year. Julie, you have represented our city with great warmth and commitment, and I know many people have appreciated your kind presence at community events, both large and small.
To my fellow Councillors, thank you for placing your trust in me. I recognise this is a civic role above politics and I will carry it out with fairness, dignity, and respect for all. In particular, I will chair our Council meetings fairly and firmly and will seek to uphold the highest standards of conduct and I look forward to your support and co-operation in achieving this.
To my family, friends, and especially the people of Armthorpe thank you. Your support means everything.
And to my wife Chris, thank you for your love, your patience, and your unwavering support. I could not do this without you, and I am proud to have you by my side as Mayoress as we begin this journey together.
I also want to thank the civic support team and the council officers who I know will be working hard behind the scenes throughout the year. Your efforts are what keep the wheels turning and make these occasions and duties possible.
Over the next year, I shall be attending events right across Doncaster meeting community groups, celebrating volunteers, and sharing the stories of those who quietly get on with making a difference. They are the heartbeat of our city, and they deserve to be recognised.
This role is about representing all our communities across town and village, every background, every belief. I’ll do my very best to reflect the full richness and diversity of Doncaster.
My chosen charity for this mayoral year is Doncaster Hygiene Bank. I have chosen it because young people especially those growing up in difficult circumstances do not always have a choice when it comes to basic essentials like hygiene products. But they deserve our best as a city, and as a Council.
We are all corporate parents and that is not just a legal duty, it is a moral one.
We must never forget that, and I will be using this role to keep that conversation going. I will also be looking to visit schools, youth groups and grassroots organisations to help raise awareness and champion their vital work.
I will carry out this role with gratitude, care, and commitment and I look forward to a year of service, connection, and community across every corner of Doncaster.

It was MOVED by Councillor Glyn Jones and SECONDED by Councillor James Church that the Council place on record its thanks and appreciation to Julie Grace for the manner in which she had fulfilled her role as Chair of Council for the 2024/25 Municipal Year.
A vote of thanks and appreciation was also received from the Deputy Lieutenant of South Yorkshire.
Julie Grace responded as follows: -
“Thank you, it was a very challenging time for myself and family when I took up the role of Civic Mayor. I would like to thank James for mentioning my dad in his speech that means a lot to me. To be chosen as Civic Mayor was one of the proudest moments of my life and being able to share the last twelve months with Ellie as my Mayoress only added to the sense of joy and pride that I have felt.
It’s been an interesting and rewarding year and I have been very honoured to represent Doncaster at many varied engagements over the past 12 months.
I have had the opportunity to meet and talk to so many inspiring people. People who work tirelessly within their communities giving their time freely, with little recognition or reward, to improve the lives of others.
On a personal note, I would like to thank Ellie for the support she has given me throughout the year and for her ability to connect with young people. We have done Doncaster Proud.
Thank you also to Dave Milnes, the Civic Chauffeur for his advice and guidance, he has been a tremendous support.
Finally, I would like to wish Councillor Tim Needham all the very best during his time as Civic Mayor.

“I would like to welcome the Council’s newly elected Members to their first meeting in the Council Chamber and wish all Members the very best of luck for the new Municipal Year. I know that all Members will work tirelessly to achieve the best results for the people of Doncaster, and for that I thank you.”
The Mayor of Doncaster, Ros Jones, made the following announcement:-
“The local elections were fought on national issues of which we have very little say or control at a local level such as immigration, cost of living and the decision to means-test the winter fuel payment. Although these are national issues, they matter to people locally. I have always listened to local people, and I always will. So, in relation to those national issues, I hear you, I get it. It is disappointing that we have lost many good councillors over these national issues.
The election results were a clear message to our Labour Government, they need to listen, and they need to bring about the positive change that was promised at the General Election last year.
Not only do we need to grow our economy, but we need to rebuild our public services and rebuild trust in politics.
People want solutions, politics has become a haven for empty promises and unrealistic simplistic solutions to complex problems, without a care for the division and frustration this causes in Doncaster and communities across the country.
So let me be perfectly honest with you all, and I say this to the residents and businesses of Doncaster.
Yes we have challenges in Doncaster to overcome, whether that be regenerating our town and city centres, tackling crime, antisocial behaviour, homelessness and begging. The solutions to all of these are not easy, there is no silver bullet, it will take time and will need partnership efforts together with additional Government support and funding alongside our residents and businesses playing their part.
Talk is cheap, actions speak louder than words. It is up to all councillors within this chamber, to work with me and this council, to deliver for our neighbourhoods, our communities and our Doncaster.
I will be bringing forward a new borough strategy later this year, but my priorities for this Mayoral term remain and are as follows:
· Reopening Doncaster Sheffield Airport, the single biggest investment in Doncaster for a generation, bringing freight and passenger flights back to Doncaster and set to reopen in Spring 2026.
· Delivering jobs, growth, opportunity and prosperity for Doncaster residents and businesses.
· Working with Government to rebuild our public services, repair our roads and bring about the positive change that people expect and deserve.
· Neighbourhood renewal and regenerating our town and city centre high streets, with investment planned for Askern, Bentley, Conisbrough, Mexborough, Moorends, Stainforth and our city centre including Doncaster Markets.
· And, ensuring we continue to support and protect our residents, through high quality and value for money council services.
Thank you”.

The Council considered a report which advised Members of the outcome of the combined Local and Mayoral Elections held on Thursday, 1st May, 2025.
The Chair wished to draw members attention to an error contained within the printed agenda. With regard to Appendix A to the report, it was noted that Councillor Chris Kidger, who was elected in the Bessacarr Ward, was a Member of the Reform UK Party and not the Labour Party, as printed.
RESOLVED that, subject to the above correction, the results of the Combined Local and Mayoral Elections, held on Thursday, 6th May, 2021, be noted.

Council Appointed Committees and Sub-Committees Terms of Reference for 2025/26

The Council considered a report which sought approval for proposed revisions to the Terms of Reference for the Health and Wellbeing Board, Audit Committee and the Planning Committee.
The Terms of Reference were approved at Council each year and ensured that the highest standards of governance were met and allowed for the proper discharge of functions.
The Council noted that the changes that were proposed to the Terms of Reference were highlighted at paragraphs 9-11 of the report and detailed at Appendix A, with proposed deletions shown as crossed through, and additions in bold italics.
RESOLVED that:-
(1) the proposed revisions to the Terms of Reference set out at Appendix A as detailed in paragraphs 9 to 11 of the report be approved;
(2) the existing Terms of Reference for all other Committees and Sub-Committees, as set out within Part 3 of the Constitution remain unchanged; and
(3) the Constitution be updated to reflect the revisions to the Terms of Reference as agreed.

Review of Proportionality and Allocation of Seats on Committees and Sub-Committees of the Council 2025/26.

Minutes
The Council considered a report which proposed the allocation of seats on Committees and Sub-Committees of the Council, having regard to political balance in accordance with the provisions of the Local Government and Housing Act, 1989.
The Council was also advised of adjustments necessary to reflect a best proportionate fit in accordance with the principles of proportionality, as set out within paragraph 18 of the report.
It was reported that following the dispatch of the agenda papers, a list of Political Group nominations for the appointment of Members to serve on Committees, Sub-Committees and Scrutiny Panels had been circulated to Members and tabled at the meeting, which outlined nominations received from Group Leaders.
The Council was also requested to make appointments and co-options to other Committees of the Council, not subject to the requirement for proportional balance.
Members noted that the proposed allocation of seats set out in the report, was based on:-

However, it was noted that proportionality would not apply to the Overview and Scrutiny Management Committee or the four standing Overview and Scrutiny Panels in order to maximise cross party representation.
Additionally in line with guidance, both the Health and Wellbeing Board and the Licensing Committee need not be politically proportionate. However, with regard to the Licensing Committee, nominations to the 14 seats had been sought in relation to the overall composition of the Council. With regard to the Licensing Sub Committee, these were appointed to by the Licensing Committee as and when hearings were required.
RESOLVED that:-
(1) seats on Committees and Sub-Committees be allocated as set out in the table at paragraph 16 of the report; subject to the necessary adjustments that determines the Conservative Group to lose 2 seats, 1 seat on Awards, Grants and Transport Appeals Committee and 1 seat on Employee Relations (Dispute Resolution) Committee;
(2) as a consequence of the loss of the 2 seats at above, 1 seat on each of the Committees be allocated to the Reform UK Group;
(3) the membership of Committees and Sub-Committees for 2025/26 be as set out in the schedule attached to these minutes at Appendix A in accordance with the wishes of Political Groups;
(4) it be noted that in appointing members to the Audit Committee, in accordance with the Chartered Institute of Public Finance and Accountancy (CIPFA) guidance, any Member appointed to Cabinet should not be a member of the Audit Committee;
(5) the requirement to include at least two Executive Members on the Chief Officers Appointments Committee be noted;
(6) the appointment of Members as substitutes in respect of the following Committees and Sub-Committees be determined in accordance with the wishes of Political Groups:-

(7) for the reasons set out at paragraph 8(iii) of the report, agree that the rules of proportionality do not apply to the Licensing Committee;

(10) the additions to the membership of the Health and Wellbeing Board, as set out at paragraph 45 of the report; be approved;
(11) the appointments of Antoinette Drinkhill as the Church of England representative and Bernadette Nesbitt as the Roman Catholic representative on the Children and Young People’s Overview and Scrutiny Panel and on the Overview and Scrutiny Management Committee (OSMC) when this Committee is considering issues relating to education matters, for the second year of a two-year period to May 2026; be noted;
(12) any appointments to the 2 outstanding Overview and Scrutiny Parent Governor Representatives vacancies be determined by OSMC during the course of the year;
(13) future appointments made during the course of the year to any of the Overview and Scrutiny Co-opted Member vacancies, be determined by the OSMC;
(14) the appointment of workforce representatives as non- voting invitees onto the OSMC and the Standing Panels, as detailed at paragraph 36 of the report and as set out in the schedule attached to these minutes at Appendix A, be approved;
(15) OSMC appoint, as necessary, any further non-voting invitees to its membership or the membership of the Standing Panels during the course of the year, should it deem necessary;
(16) David Harle and Monica Clarke be re-appointed as non- voting co-opted Members on the Audit Hearings Sub- Committee for a 4-year period, to be reviewed at the Annual Council Meeting in 2029;
(17) Philip Beavers be re-appointed as the Independent Person to assist the Monitoring Officer in dealing with complaints of alleged Member misconduct for a further 4-year period to 31st May 2029; and
(18) future reviews on the proportional allocation of seats on Committees and Sub-Committees, be limited to the Annual Meeting and if appropriate, a mid-point in the year.
The Council was also advised of adjustments necessary to reflect a best proportionate fit in accordance with the principles of proportionality, as set out within paragraph 18 of the report.
It was reported that following the dispatch of the agenda papers, a list of Political Group nominations for the appointment of Members to serve on Committees, Sub-Committees and Scrutiny Panels had been circulated to Members and tabled at the meeting, which outlined nominations received from Group Leaders.
The Council was also requested to make appointments and co-options to other Committees of the Council, not subject to the requirement for proportional balance.

However, it was noted that proportionality would not apply to the Overview and Scrutiny Management Committee or the four standing Overview and Scrutiny Panels in order to maximise cross party representation.
Additionally in line with guidance, both the Health and Wellbeing Board and the Licensing Committee need not be politically proportionate. However, with regard to the Licensing Committee, nominations to the 14 seats had been sought in relation to the overall composition of the Council. With regard to the Licensing Sub Committee, these were appointed to by the Licensing Committee as and when hearings were required.
RESOLVED that:-
(1) seats on Committees and Sub-Committees be allocated as set out in the table at paragraph 16 of the report; subject to the necessary adjustments that determines the Conservative Group to lose 2 seats, 1 seat on Awards, Grants and Transport Appeals Committee and 1 seat on Employee Relations (Dispute Resolution) Committee;
(2) as a consequence of the loss of the 2 seats at above, 1 seat on each of the Committees be allocated to the Reform UK Group;
(3) the membership of Committees and Sub-Committees for 2025/26 be as set out in the schedule attached to these minutes at Appendix A in accordance with the wishes of Political Groups;
(4) it be noted that in appointing members to the Audit Committee, in accordance with the Chartered Institute of Public Finance and Accountancy (CIPFA) guidance, any Member appointed to Cabinet should not be a member of the Audit Committee;
(5) the requirement to include at least two Executive Members on the Chief Officers Appointments Committee be noted;

Minutes
Members considered the Diary of Meetings for 2025/27, which detailed the dates of all meetings and scheduled events for the 2025/26 and 2026/27 Municipal Years.
The draft diary had previously been considered at the Council Meeting on 23rd January, 2025, and had allowed Members the opportunity to make any changes, if necessary.
RESOLVED that:-
(1) the proposed Diary of Meetings for the 2025/26 and 2026/27 Municipal Years, as attached at Appendix A to the report, be approved; and
(2) the schedule of Cabinet Meetings as determined by the Mayor of Doncaster, be noted.

Member Development Programme 2025 - 2029

The Council considered a report, which outlined the 2025/29 Member Training and Development Programme. The provisional Training and Development Programme for 2025/29 was attached at Appendix A and it was noted that Officers were currently working to confirm dates and times of some of the sessions, and Members would be advised of these in due course.
It was noted that the cross-party Member Development Working Group would continue to review Member development and training, and would also identify further training, development needs and opportunities during the course of the year.
RESOLVED that Council endorse: -
(1) the approach toward a 4-year Member Development programme as outlined at paragraphs 10 to 11 of the report; and
(2) the indicative programme of Member Development scheduled for 2025/26 attached at Appendix A to the report, which will be regularly reviewed and updated in consultation with the Member Development Working Group (MDWG).
It was noted that the cross-party Member Development Working Group would continue to review Member development and training, and would also identify further training, development needs and opportunities during the course of the year.

Disclosure and Barring Service (DBS) Checks for Councillors

The Council considered a report which provided the legislative and recommended position for Disclosure and Barring Service (DBS) Checks for Elected Members.
The 4 different DBS checks were highlighted within paragraph 8 of the report.
It was noted that whilst there was no legislative position requiring Elected Members to complete DBS checks, it was considered good practice to do so as Elected Members will likely encounter vulnerable persons throughout their time as an Elected Member. It was advised that the Council will review the position should there be any future changes to legislation.
Mayor Ros Jones stated that the protection of our children and vulnerable adults was of upmost importance and priority and Labour councillors accepted the recommended option, and all Labour councillors would undertake DBS checks voluntarily and, if required, enhanced checks.
After Councillor Jane Cox had thanked the Chief Executive for bringing this report following her previous motion and for clarifying the legislative position, it was
RESOLVED that: -
(1) Council agrees to continue with the City of Doncaster Council’s current position on enhanced Disclosure and Barring Checks for specified Elected Members and to endorse the suggestion that all remaining elected members voluntarily obtain a basic level check;
(2) Members completing Disclosure and Barring Checks agree to provide confirmation of their checks being completed to the Monitoring Officer who will provide an update report to Full Council on the numbers of Members completing the Checks; and
(3) the cost of checks to individual members be refunded by the City of Doncaster Council.
